The site is in the NE 1/4, NE 1/4, SW'/4, Section 3, T29N, R2OW, and Washington County, Minnesota (Figure 1). The site consists of a gently sloping park like mix of mature trees and lawn. The topography of the site is sloping down to the northwest according to the U.S.G.S. quadrangle topographic map (Figure 2). The approximate site and sample locations are shown on an aerial photo in Figure 3. The field wetland determination was done on September 8, 2022. The purpose of this delineation was to identify potential wetlands on the site for development and for regulatory purposes. Methodologies Precipitation % Normal Apr 01-Sep 06.2022 The site was evaluated for wetlands based on the methods contained in the "Level 2 Routine — �,� Wetland Delineation" section of the U.S. Army I –' - -% ..------- Corps of Engineers "Wetland Delineation — , Ix' Manual" (Technical Report Y87-1, 1987) and yI ' 7/ the Regional Supplement to the Corps of 1 I /' Engineers Wetland Delineation Manual: Hi F;,' i 5 Northcentral and Northeast Region. This isJ - - 'I _,,. the methodology currently used to determine wetlands by both the U.S. Army Corps of r. _. Engineers for implementation of Section 404 _ , 'w '- of the Clean Water Act and by the Minnesota r N_, �� Wetland Conservation Act. Accordingto the ! T 2 -t r _ r– `� Climatology Working Groups' webpage, theme area was at 80-90% of normal year to date — E 3 precipitation at the time of the site visit. Using the USACE Antecedent Precipitation Tool (APT) Wetland Delineation Report 5416 Stagecoach Tr.N. Oak Park Heights, MN BES Project No. 2022-030 September 12, 2022 antecedent precipitation for the proceeding three months for this site was Normal at the time of the site visit (Appendix A). Results Resource Maps Review The National Wetlands Inventory (NWI) (Figure 4) does not identify any wetlands on the site. The DNR Protected Waters Inventory map (Figure 5) does not identify any public waters wetlands on the site. The Washington County Soils Survey (Figure 6) shows the site is mapped as the Chetek sandy loam (155B, 155C) and Pits & Gravel (1029) soil map units. These soil map units are listed as having 0% hydric soils inclusions. Sample Point 1 Sample Point 1 (SP-1) was established in the lowest point of the site, near the northwest property corner (Figures 7 and 8). The vegetation at SP-1 is dominated by red elm (Ulmus rubra), cottonwood (Populus deltoides), river birch (Betula nigra), sumac (Rhus typhina), green ash (Fraxinus pennsylvanica), black walnut (Juglans nigra), creeping Charlie (Glenchoma hederacea), Virginia creeper(Parthenocissus quinquefolia), and brome grass (Bromus inermis). The vegetation community did not meet the dominance test and had a prevalence index of 3.56. The soils consisted of six inches of 10YR 2/2 loamy fine sand, over eight inches of 10YR 3/2 loamy fine sand, over seven inches of 10YR 3/2 loamy fine sand, over four inches of 10YR 3/3 loamy fine sand, over 10YR 3/4 loamy fine sand. There were no redox features in the soil profile and the subsoil had a soil matrix chroma too bright (Value > 2) to meet the hydric soils criteria. The water table and saturated soil were not observed within a depth of 31 inches in the SP-1 soil pit at the time of the site visit. There were no other wetland hydrology indicators observed at the SP-1 sample point. The area failed to meet all three wetland criteria. Adjacent Stormwater Pond Off-site to the west there is a dry stormwater pond more than 50 feet west of the west property boundary (Figure 9). The basin was approximately 10 feet lower than the elevation of the northwest property corner. A stormwater outlet culvert was observed at the south end of the pond and presumed to be from the transportation facility to the south of the site. 2 Wetland Delineation Report 5416 Stagecoach Tr.N. Oak Park Heights, MN BES Project No. 2022-030 September 12, 2022 Wetland Classification BES' classification of the wetlands is based on observations of the site and is include in Table 1 below. Table 2. Summary of Wetland Characteristics Wetland Class Circ. 39 Isolated Comments Type Y/N SP-1 Non-wetland N/A N/A The lowest point on the site fails to meet all three of the mandatory wetland criteria. Jurisdiction Table 2 indicates whether the wetlands are isolated or not for purposes of U.S. Army Corps of Engineers (COE)jurisdiction under Section 404 of the Clean Water Act. This determination is made by BES in the field at the time of the delineation and is essentially our best professional opinion based on the portion of the particular wetland we observed. In some cases, only a small portion of the wetland edge that is present on the property being delineated is evaluated. If no inlets or outlets are observed in the evaluated area, and none are evident on topographic maps or aerial photos, we are inclined to determine the wetland is isolated. However, since the entire wetland is sometimes not assessed, it is possible that inlets and/or outlets do exist and that the wetland has a surface connection to a federal "navigable" water and, thus, falls within the jurisdiction of Section 404. Therefore, a determination by BES of whether a particular wetland is isolated or not should not be considered a final determination with regard to COE jurisdiction until the COE concurs with the determination. There are no wetlands on the site, so the COE will not require a permit for development of the site. The site is not identified as on Minnesota protected waters inventory. The DNR will not have jurisdiction over this site. In general, wetlands in this area are regulated under the Minnesota Wetland Conservation Act (WCA) which is administered by the City of Oak Park Heights as the Local Government Unit (LGU). A copy of this report should be submitted to the LGU responsible for administering the WCA. Supplying this reports will serve the beginning the process of obtaining concurrence with the no wetland determination. 3 Wetland Delineation Report 5416 Stagecoach Tr.N.
