HomeMy WebLinkAboutweekly notes 11-18-22 CITY OF OAK PARK HEIGHTS – WEEKLY NOTES for: November 18th2022 TO: City Council Members& Staff FROM: Eric Johnson, City Administrator Zoning & Development Items: 1.Other than the CATES homes matter, no new applications have been received for the Dec. Planning Commission. 2.Staff did make a proposal to Bob Brackey(see enclosed) that wouldoutline a process for himself and theabutting property owners - Kowalski’s site / fury as well to think about the global access matters to and from their various sites andhow could that possibly be re-envisioned. Mr.Brackey was asked to contribute ½ of theanticipated costs+/- $3,750 as he isthe primary beneficiary and wouldhave directly helped his future site proposals. Mr. Brackey responded that unless the City will guarantee th a full access to 58 street – which we couldnot do… he was not interested in the discussion. So.. at this time we will leave the matter rest – but we made it clear that should he change his mind we would be interestedre-engaging. Other Items: The Council did comment desiring to view the City’s Policy on use of Letterhead – that is enclosed. Staff is reviewing and will offer an analysis if desired bythe Councilfor that upcoming Worksession(TBD date) about some additional City Protocols – Rules of Procedure. Copies of the notices sent to residences relatedto tree pruning and removals – from the City Arborist. See the enclosed County presentationrelated to overall community changes in taxes, rates, etc. – Proposed taxes payable for 2023. I believe I shared this in the past, but if not – attachedis theWashington County CDA – five year strategic plan. Information on the forthcoming Washington Conservation District –OPEN HOUSE. The City is a member of the METRO CITIES – an association of metro municipalities – on Thursday 11/17/22 the Membership approvedtheir final 2023- Legislative Policies – these can be found at: 2023 Policies APPROVED (1).pdf (memberclicks.net) 1 of 55 2 of 55 3 of 55 CITY OF OAK PARK HEIGHTS POLICY ON USE OF CITY LETTERHEAD AND REPRESENTATIVE ACTIONS BY CITY OFFICIALS Purpose: In order to clarify protocols necessary to convey a succinct purpose and actions on the part of the City Council as a collective deliberative body, the following policies shall be implemented to ensure that communications to outside entities by public officials are wholly consistent with City Council actions and positions. 1. Anelected official may use the City’s name, letterhead, logo, or seal only when: a. It is to be directed as representing the City of Oak Park Heights or the body as a whole and only following a formal council action directing same. b. On behalf of the City to respond to official inquiries as directed to the Office of the Mayor and only with the prior consent of Council. c. It provides routine correspondence considered largely ceremonial, community based or philanthropic within established City Council actions and protocols. d. This Policy will not prohibit the Mayor or Councilmembers from using City letterhead and resources to write personalcongratulatory letters, personal (non-city) letters of recommendation, references, endorsements, and such may be written by on City letterhead, with a copy being provided to each councilmember through the office of the City Administrator. e. An elected official shall not utilize the City’s name, letterhead, logo, or seal for the purpose of endorsing any political candidate, business, commercial product, or service. 2. Elected officials shall represent the official policies or positions of the City Council, board, commission, or committeeto the best of their abilities when designated asdelegatesfor this purpose. We presented information to the County Board, Tuesday, November 15 on the proposed 2023 taxes and what taxpayers will be seeing on their proposed tax notices. More detailed information from the presentation may be found on our website at Washington County, MN - Official Website | Official Website > Property and Taxation > Property Tax > Property Tax Mailings > select “Step 2 Proposed Property Tax Notices” > document (Proposed 2023 Tax Notices Board Workshop Presentation) The tax impact on individual parcels is dependent on property type, value change, and community, but following are some highlights of what taxpayers are seeing on their notices: All Parcels Median Value change: 20.0% increase Median Total Tax change: 7.3% increase Residential Homestead Parcels Median Value change: 20.0% increase in value before homestead exclusion 21.5% increase in value after homestead exclusion Median Total Tax change: 7.5% increase Median County Tax change: 4.7% increase Commercial/Industrial/Utility Parcels Median Value change: 0.0% no change Median Total Tax change: 6.4% decrease Apartment Parcels Median Value change: 15.3% increase Median Total Tax change: 0.2% decrease The tax impact on individual parcels will vary depending on market value changes and other factors.
