This land is actually owned by the MN DEPT of Correction and they would be ultimately responsible should it not get cleaned-up. Other Items: 2022-Norell Ave. project –Project Updates from11/4 and 10/28 ChiefHansen supplied the October2022 Police Activity Report. AND –The handouts supplied from the Bayport Fire –Quarterly Dept. Advisory Meeting. Ann Lenczewski, theCity’s hired lobbyist (Lockridge-Grindal)has already been working on efforts related to the KING PLANT CLOSURE –Namely,a bill that requires Xcel to provide details on closure within a specifiedtimeline. Thisis the same as was sought in 2022. This is represented to a certain degree in the current IRPrequirements for Xcel, but does not carry the same clearstatutory requirementto complete and report back to theState and theCity.I suspect however much of the same work can be used.SEE ENCLOSED BILL LANGAUGE from Sen. An asphalt patch crew finished street and trail work aroundthe project area What work is expected for next week? A crew will be performing some dormantseeding around the newsidewalks at various areas around the project. Will there beany changes to the traffic detour or access to businessesnextweek? th No changes in traffic access will occur next week. A concrete crew arrived to finish the concrete medians and sidewalks aroundthe project area. Seed and mulch was also placed in areas that do not have grass yet. What work is expected for next week? On Monday, an asphalt crew will arrive to finish the trail and curb replacement patching. A crew will also finish grading black dirt around the new sidewalk ramps and plant seed. Will there beany changes to the traffic detour or access to businessesnext week? No changes in traffic access will occur next week. Norell Avenue from Highway 36will be open th as well as the roundabout and 59Street. th There will be short term lane closures on59Street and Norwich Avenue as the asphalt patches are completed wheresidewalks and curb wasinstalled. For general project inquiries,questions andcomments: Project Hotline:612-895-5029–Leave a message with your name and phone number Or email to -norellconstructionproject@stantec.com CITY OF OAK PARK HEIGHTS POLICE DEPARTMENT 14168 Oak Park Blvd. N., Oak Park Heights, MN 55082 November 4th, 2022 To: Mayor and Council From: Chief of Police, Steve Hansen Subject: Police Activity Report October2022 This overview report is the activity of the Oak Park Heights Police Department during the month of October 2022. Officers responded to and generated 362 calls for service in the City of Oak Park Heights during this month. Quick Break down for some of those calls for service include: 75 medicals, 1fire related, 3 thefts from businesses, 20 vehicle accidents, 18alarms, 4 disturbances/disorderly conducts, 31 traffic violations, 17 suspicious persons/vehicles, 4 mental health/suicide threats, 11 welfare checks This past month Sandy Kruse and myself have been working on updating our emergency management book in both digital and paper format. We are gathering emergency plans, maps, and contacts from numerous large businesses along with residential facilities within OPH. Officer Wynia is working with school district on theirs as well. The police department conducted their annual dept th meeting on the 26which consisted of training presentations from the MN BCA and Officer Zwach covering the red dot optic system for our new handguns. Halloween weekend was relatively quiet for OPHPD and we had three officers on duty for trick or treating hours on Halloween. Officers handed out several bags of candy and interacted with several kids throughout OPH. New Hires Process: The 4 candidates were narrowed down to 2 and conditional offers made to those finalists. All th conditions were met and final approval by Council on the 25 was affirmed. Both candidates were fitted for uniforms and equipment at the end of the month. Official start date will be thth November 9 and 10for their onboarding with their initial department training involving use force, firearms, and defensive tactics. They will be assigned to their field training officers for th the next three months and hitting the road on November 18. Community outreach: Officers participated in the coffee with a cop event at Boutwells Landing and Oak Park Senior Living complexes. These events allow for great conversations with our residents and their local police officers. We also passed out several coffee mugs. We have additional events already planned for December. This year for Halloween fun, the police dept hosted a coloring contest and handed out prizes to three lucky artists. Wal*Mart donated the money to purchase the prize baskets. We also had candy and glow sticks at the front desk for any early trick or treaters during the day on Halloween. th Officers also attended the Kowalski’s Boo Bash on the 25. There was 20 trick or treat stations set up within the store and police staff were able to pass out candy/badges/pencils to hundreds of kids. Training: This past month all Officers participated in our annual qualification shoot with our handguns and rifles. Officer Paradise attended Alcohol Server Training at Stillwater PD, instructed by the State of MN Alcohol Gaming Enforcement Division. This training will allow us provide alcohol server training to OPH restaurants/businesses. Officer Schroeder attended week long SWAT training up at Camp Ripley and Officer Paradise also attended 3 days training up Camp Ripley for the SWAT Negotiator team. th On the 26OPHPD hosted an Officer Involved Shooting Investigation training class, instructed by the MN BCA. Bayport PD also attended. Calls for service highlights: 1. Officer assisted SW Motors with a mostly civil call involving a transport of a vehicle/suvand the driver was failing to deliver the vehicle while driving in the local area for the past week from the east coast. Situation resolved th 2. Officer received a complaint Monday 10 , of the Applebee’s restaurant had stopped serving food one hour early, customer was not happy about this and wanted the employee’s behavior documented as their online hours show midnight not 2300hrs. 3.Officer responded to a female that was recently released from jail that was acting suspicious on the frontage road, she was in/out of several businesses and stole from holiday gas. Contact made and lyft ordered for her to get back to mpls. Holiday did not want to pursue theft charges. 4. Traffic stop conducted on suspects involved in a theft from Walmart. Officer located drug para in the car including 166 needles and baggie with white substance 5.Trespassing complaint on the railroad tracks under the St. Croix Crossing bridge, Officer made contact with two individuals, taking high school senior pictures. 6. Officer responded to the Holiday gas station for a person in crisis, female party with admitted drug use, not feeling safe. Later transported the hospital by ems. 7.Officers responded to the prison property near a trail along valley view park. Prison staff reporting a tent was found just inside their property line. It was later removed by public works and police, unknown owner. 8. Officers responded to the Holiday gas station for a person passed out in the bathroom, male individual was recently released from jail. 9. Officer responded to the Holidaygas station for a report of brand-new scuba tank/equipment found dumped in the trash can. Mgr, thought it was suspicious and possibly stolen. 10. Officers responded to the McDonalds for a person in crisis. th st for a suicide by firearm. 11. Officers responded to a home on upper 56 12. SRO Wynia and several other OPH officers dealt with a narcotics investigation out at the high school which resulted in locating a loaded handgun in a student’s vehicle parked in the lot.
