Zoning & Development Items:
No new applications have been submitted. Staff does have a meeting planned for next week to discussa possibleCARWASHproject at Tire Pros-
enclosed isa rough site plan. As it isa MNDOT frontage road, theywillneed State approval for any new access points.We haveheard some rumblings
and fielded some questions related to a multi-family structure application by VSSA/Boutwell’s for their site behind Wal-Mart. Staff has nothad a pre-
application meetingwith them at this point.
Staff did meet with Jaime Junkerand learned more about whatheheard at his neighborhood meetings–he seeks 36+unitson a 3 acresite and which
is NOT compliant with the City’scomprehensive plan. Staff discussedconcept of not submitting a “DevelopmentPlan” that would include requests
fora Comp plan amendment,Rezoning, Site plan approval, etc. asit would require full civil drawings, architectural, traffic studies,etc.and would
beexpensive to prepare. Instead, Staff mentioned that he may want to consider only seeking a CompPlan Amendment change for this area from
Lowdensity to a high-density area–in this fashion he willbe able to ascertain if the Council is generally willing to allowa high density development
in thearea–regardless of the specific conceptand he maybe able to avoid some costsif that was rejected. If that applicationhappens,the Council will
needto determine ifthis areaissuitableforahigh-densitydevelopmentversus analyzing nuances of aspecific project.Staff plans to hold another
meetingwith him again in a couple ofweeks to see what his thoughts are and what that process may look like.

Code Enforcement letters are enclosedrelated to grass cutting on 57Streetand the continuing issue with the former McCormick’s site.Further, with
the influx of non-local vendors–dealing with dent repairsand special event permits…there havebeen some challenges with RVParking the Fury
Osgood Site. Staff has informed the owner(Fury)and tenant that this is notpermittedand unsightlyfor our community. However, weare informed that
their truck is awaiting partsand cannot move the RV–we extended our enforcement deadline to 6/24.Jim Leonard and the RV owner–anemployee
of Joe Dentmay jointly pursue a RV SPECIAL USE PERMIT– see enclosed application –but needs to be submitted by 6/23otherwise Staff willexpect
it to be removed and will enforce that.
COVID-19 Matters:
This is the Governor’s - PORTALhttps://mn.gov/covid19 – Many documents/ Exec. Orderscan be found. Washington County has initiated a
County Dashboard containing more localized COVID-19 Impacts and rates LINK ->>HERE.
Other Items:
The Norell Project is moving forward…enclosed is the weekly update ( from STANTEC
2022 Mill and Overaly Project enclosed is the of weekly update.
Sorry to hear that Ms. Kathy Cinnamon has passed away - she was the long-time manager of the Cable Access Office. She did a great job.Enclosed
is her Obituary. I know she and former Council Member Jack Doerr had a-lot of laughs.
The CIty has billed the School District for its Jan- June 2022 SRO costs – annualized… it is 70% of the total cost of the officer – See the enclosed
billing and figures.
Some City staff may be eligible for Frontline Worker Pay –the City was required to provide a notice of such and the enclosedwas providedto all
employees.
Information on City Insurance Costs – rates and histories – the City saw a general cost decline –mostly due to reduction in its Property Coverage
costs.

GENERAL CONDITIONS
Application Review:
The undersigned acknowledges that before this request can be considered and/or approved, all required
information and fees, including any deposits shall be paid to the City. An incomplete application will be
returned to the applicant. The application approval process commences and an application is considered
complete when all required information and fees have been submitted appropriately to the City.
Professional Fee Responsibility:
It is the understanding of the undersigned that all City incurred professional fees and expenses associated
with the processing of this request(s) will be promptly paid upon receipt. If payment is not received from
the applicant, the property owner acknowledges and agrees to be responsible for the unpaid fee balance
either by direct payment or a special assessment against the property.
Applicants will be billed on a monthly basis for Planning, Engineering, Legal and Community Development
fees as they are accrued. It is understood that interest will be charged on the account at the maximum
rate allowed by the Fair CreditAct if it becomes thirty (30) days past due. Failure to pay administrative
and processing fees in a timely manner may result in denial of the application. All fees must be paid at
the time of the application and shall be paid prior to the issuance of a building permit.
The undersigned applicant further acknowledges and consents that all unpaid fees owing the City of Oak
Park Heights shall be treated as unpaid utility fees and may be certified for collection as with delinquent

What work was completed on the project this week?
Continuedsaw cutting marked curb locations and removing sections of the curb.
Poured half of each valley gutterand left the other half filled with gravel.

Poured curb on Oldfield, Odelland the west side of 55and the town hall.
What work is expected for next week?
The otherhalfofthe valley gutters will be poured. This means that only half of the road will be
open at those locations for the rest of the week.
Curb sections on the road that have been removed will be poured.
Milling twofeetof the roadin front of each of the new curb sections.

The fire hydrant on 58St will be moved about tenfeet to the East.This will take placeon

Monday (June 20).
Manholeand gate valve structures in the middle of the road will be lowered. These areas will
befilledwith gravel.
Will there beany changes to accessibility and traffic next week?
Residents whose whole driveway will be replaced will be notified to move cars onto the street
for 7 days while the concrete cures.
Residents who are having only parts of their driveway curb replaced should avoid driving on
that portion of curb for 7 days when using their driveway.
Valley gutters will be put in/fixed at these locations and only half of the road will be used at
