Please see the attached communication. They are hoping for approximately 200 participants. This is to be sponsored event – with the promoter being the Chilkoot Velo Cycling Club with a beneficiary being SASCA. THE CONCEPT IS THAT THIS WOULD BE A SELF-TIMED EVENT WHERE RIDERS WOULD SHOW-UP OVER THE WEEKEND INDIVDUALLY AND RIDE ESTABLISHED LOOPS. IPHONE OR SIMIALR TRACKING WOULD LOG TIMES. WE ARE ADVISED THAT THERE WOULD NOT BE ANY STAGED RACES OR OTHER GATHERINGS. Considering the individual nature of this event it is exactly not-clear on how sponsor / promoter differs from – simply saying to riders – “…go use the established public trails”; so…. we will have to evaluate that from a perspective of liability and establishing some ground rules or expectations. Staff does recommend this authorization of the event with the final approval being held by the City Staff with input by the Park Commission and the execution of a Final Agreement consistent with past practices (Draft Enclosed) but waiving fees and financial securities if there are no planned on-site events in the City – such as tents or formal staging. Page 23 of 36 THIS PAGE INTENTIONALLY LEFT BLANK Page 24 of 36 Oak Park Heights Request for Council Action th Meeting Date January 10, 2023 Time Required: 1 Minute _____________________ Agenda Item Title: Pay Equity Compliance - 2023 Agenda Placement New Business Originating Department/Requestor Eric Johnson, City Administrator Requester’s Signature Action Requested Approve Submission of 2023 Pay Equity Compliance Report Background/Justification (Please indicate if any previous action has been taken or if other public bodies have advised): Every three years the City of Oak Park Heights must submit to the MN Dept of Labor a Pay Equity Compliance Report. This mandated report attempts to compare job classifications, assigned responsibilities and pay ranges between male and female staff in an effort to ensure that cities are paying equalized amounts for various positions across genders. Attached is the Pay Equity Compliance Report for 2023– stated in 2022 values. The requirements set by the State of Minnesota Department of Labor is that the City must have compliance in all four areas: I.Appropriate Job Classifications II.Meet Underpayment Ratio OR T-Test Results Significance III.Salary Range Test results. IV.Exceptional Service Pay Test. At this time and based on the initial raw data of classifications, salary ranges, . the City is found to be in compliance with the required standards. Recommendation / Action requested: Approve Pay Equity Compliance Report for 2023 and authorize staff to submit the report to the Minnesota Department of Labor/MMB. Some known outstanding items: South Frontage Road – MOU , Code of Ethics, Letterhead/Communication Policy & does the City Council or other Staff have otheritems for 2023 priority discussion / topics. Hold Possible meeting with Legislative Lobbyist. As we approach the 2023 Session, the City Council should affirm its goals with Lockridge- Grindal – Ann Lenczewski / Angie Huss – what to expect and needs for A.S. King Site. Would holding a Worksession on 10/24/22 – perhaps at 5pm be workable for these. More time may be needed, but this could be schedule for further meetings as well.
