Bowen and Associates, the architects for the proposed K-Mart to be developed in the St. Croix Mall PUD. It is evident from plans submitted by the architect that there has been little or no coordination between your organization and the K-Mart architect. In this regard, we question why we are serving as the coordinating body. It is assumed that as the major developer of the mall, plus the owner of the property, it is your responsibility and not the City's to organize development and planning activities. This position anticipates that there may be detailed ordinance questions, however, most of these are resolved as part of the PUD covenants. Our other concern is that it is evident that a major project in the St. Croix Mall PUD is nearing the point of building permit application. While the permit may be requested, we emphasize that it will not be issued pending completion of items stipulated in our 11 September 1978 report to the City Council. In this regard, we feel we have given you every leeway possible and that the burden of work completion rests with your company. To this end, you will note that a final plat approval is yet required.
