I took a quick review and with very large areas, (ie WMT, Kohl's etc), they do have a "sea of parking" and modifying the zoning to encourage limiting some of the heat generated is an interesting concept. Please note the following suggestions, operations: 1) Adding water to the islands is a challenge. An owner will either need to provide a water truck(shortage of drivers) or trench water lines through the asphalt. Both are very expensive. 2) The definition for parking should not be 25 stalls but rather areas of 100+stalls that are contiguous with North/South and East/West parking stacked together. This address the problem, ie the heat from a sea of asphalt, but does not penalize smaller centers, like SWC, that has over 25 stalls but are wrapped around the building. The Notice of Public hearing is attached. The intent of the amendment is to reduce the impact of urban heat islands in parking lots through methods described in the attached memo from the February Planning Commission meeting, which discusses/mentions the handouts they had for their initial conversation on the subject, at their January 12th meeting.
