CITY OF OAK PARK HEIGHTS – WEEKLY NOTES for: March 24th, 2023

Zoning & Development Items:
1.No new applications have been received for the April Planning Commission.
2.A Detached Garage at a home on Omaha Ave. did collapse –
likely due to the weight of snow.Julie Hultman is working
through the clean-up with theowners
Other Items:
The City did receive the attached letter from the City of
Bayport commeting on its liklihood oparticipation in a
collective study for fire / ems services– generally being
positive. I have followed-up with a response that mirrors
Council directives– also enclosed. Both the hairs from West
Lakeland and Baytown Township have expressed a positive
opinion of their communities participation – similar to both the
City ofStillwaterand LakeviewAmbulance. A formal reqest will
be sent to all parties next week.
Community Thread has senta letter of thanks to the CIty for its
continued support of their operations/programming – see
enclosed.
Washington County is seeking general community input into
the use of Opioid Settlement Funds– See the enclosed email –

The City has completed the two GRANT FUNDED
projects for the Kng Plant studies– Utility feasibility
and Fiscal Impacts. The State did perform its
requried auditand sucessfully closed the project
out– on time and underbudget relative to the City’s
predicted out of pocket costs. The letter notes the
City was late withan annual report, that is true…by
fourdays. Thesegrants require signficantpaperworkand reporting gates.
The City’s legislative consultant has advised that the Senate Energy PolicyBilldoes
include the City’s desired Decommissioning and Demolition Plan for Coal Fired Plant.

The League ofMinnesota CitiesAnnual Conferenceis being held June 21-23 in Duluth.
We are informed that hotel availability may be limited– please register earlyand secure

Thank you for thecommunicationattached. It is positive to hear that Bayport is generally willing to participate in this
exploration. Please note, while we have not yet extended a letter seeking formal commitments from each party we
have received positive feedback from our expected counterparts that yes – they desire to participate. We continue to
craft that formal invitationand is forthcoming soon.
As it relates to funding, if Bayport would be at all interested in providing funding… that wouldbe greatand at
whatever level you may think is reasonable; however our City Council has expressed that it is not looking to burden
anyone with that financial responsibility – ratherthattheir timeand experience is most critical.Our rough timeline – is

Dear Friends of Community Thread,
Thank you for your donation of $3,000 to Community Thread. Your support will help us
continue to assist older and disabled adults who turn to us for services to remain independent and
engaged in community life.
Last year, we enhanced our services to meet the needs of adults under our Thrive at Community
Thread program. These services included rides to accomplish errands, grocery shop, and obtain
essential goods and prescriptions.
In addition, our programs welcomed participants throughout the St. Croix Valley, with nearly
11,000 visits in 2022, a 73% increase over the prior year. We have continued to provide
supportive services and engage older adults through group activities that reduce loneliness and
isolation.
We also continued to offer volunteering experiences, engaging over 2,000 people in service
initiatives that made a difference in our community by addressing a gap. Through these programs
and services, Community Thread enriches the lives of thousands of residents in the St. Croix
Valley each year thanks to the generous support we receive from our community, including the
City of Oak Park Heights.
On behalf of those who rely on our programs and services, thank you for your support of our
work to help us realize our vision of a community where all people are engaged, enriched and
connected.

RE:Monitoring of Grantee Performance for theImpact Studies Project,
Community Energy TransitionGrant # CETG-21-0003-Z-FY21
Dear Mayor McComber:
On March 20, 2023, Department of Employment and Economic Development (DEED) staff, Erin Welle, met
with Eric A. Johnson and Betty Caruso for the purpose of monitoring the above-referenced grant.
DEED’s primary concerns are to help the city of Oak Park Heights (City) meet the objectives set forth in the
Community Energy Transition Program, and to ensure compliance with all applicable regulations so that full
benefit is derived from the grant.
We have no negative findings from monitoring this grant; however, annual progress reports were
submitted late to DEED. For future grants it is recommended that annual reports be submitted by the
reporting deadline. Based on staff review of the project documentation, we are changing the status of this
grant to “Closed.” A copy of the Grant Adjustment Notice (GAN) that implements this change is attached.
Congratulations on the successful completion of this project. We appreciate the City’s efforts in
administering this grant. If there are any questions, or if we can be of furtherassistance, please contact me
