HomeMy WebLinkAboutweekly notes 3-31-23 CITY OF OAK PARK HEIGHTS – WEEKLY NOTES for: March 31st, 2023 TO: City Council Members& Staff FROM: Eric Johnson, City Administrator Zoning & Development Items: 1.No new applications have been received for the April Planning Commission. 2.Staff is attempting to locate the party that can promptly deal with the collapsedgarage on Oldfield Ave. – see the enclosed letter – the most recent owner is deceased. 3.We have received an inquiry about addressing GRAFFITI on the fury – upper lot drivewayapron – north of the Lakeview Ambulance site – This has been forwardedto the FURY OWNERSHIP to address once the weather improves. 4.The DNR supplied a copy of their required NOTICE for the possibleconstruction of a BOAT RAMP – PERMIT APPLICATION - this we understand is the facility to be located below the BRIDGE. The full data sets can be found at the link below – but I have attachedsome general layouts. We are not aware of the specific timing – as it appearsthat they are ina public comment period relative to theWILD AND SCENIC RIVER aspects of permitting. th COMMENTS ARE DUE APRIL 26. I suspect the DNR will need to secure additional funding as the $1.2 million allocated would seem low – based on the attached plans. https://webapps11.dnr.state.mn.us/mpars/request_for_comment/reviewer_comments?reviewer_key=22d9ef1d8dcd3b6ebd3f8ef9b f59559ba51c620d#tab3 Other Items: The City has noticed bothVSSA and Nolde (Oakgreen Villas) that their2022 fire service runs did not exceed thresholds that would require additional payments per the underlying Developer’s Agreements. One item that we perhaps to allforgot to touch base on was selcting a date for Party in the Park– while the specific date is not inherently critical– th itdoes require some lead-timeto securing vendors, materialsand sponsors– SO…. our plan is to again go with Thursday- June 8– Brekke Park. We have pre-emptively approve some funds forthePolice Dept forrelated materials– seen enclosed request. The 2024 STATE CAPITAL BUDGET SYSTEM– forBONDING is already underway. The City has completed the initial registration.CBSA code is CBJOH04. I received a call froma DEED– EnergyTransition Office employee – CarlaVita- who is looking to hosta “PR” event related to $10,000,000 State legislatiove funding fortheirprogramminmg that is expected to benefit Transitioning Coal Communities– Theirhope is to hold it on 4/21 – Friday and possibly here in Oak Park Heights– withthe King Plant as some form of backdrop /context.Staff willbe meeting with her nextweek to find out more oftheirgoals, whatfacilities we can offer, etc. They will be looking for speakersfrom thebusiness community that can offer their perspectiveson what they may feelthe $10,000,000 can offer in terms of grants, re-investments, etc.I ama bit unsure about all of the specific asks they may have of us– but…maybe the Governor, Commissioner and/or other State folks maybe present? We will try to see ifwe can help –ifanyone wouldlike to participate directly– maybeeven being aspeaker--please let me know! st The League ofMinnesota Cities Annual Conferenceis being held June 21-23 in Duluth.
