CITY OF OAK PARK HEIGHTS – WEEKLY NOTES for: April 21st, 2023 TO: City Council Members& Staff FROM: Eric Johnson, City Administrator Zoning & Development Items: 1.No new applications have been received for the April Planning Commission. st 2.The City has issued a TEMP EVENT permit to the School District fora 5K Run that will be held on May 21 – this is to be contained on their High School Campus – See enclosed.Also, the District has applied for a Special Event permit for the Special Olympics – to again be held in June. Staff is just starting to review. 3.Staff did meet with Lakeview Ambulance to discuss their plans to extend their stay at the corner of Osgood and STH 36. They plan some significant façade improvements and we areawaiting information about their “RESTING QUARTERS” that needs to be expanded – as they plan to bring on a second overnight shift. Nothing too new beyond that. 4.I do note that Washington County did supply a letter in response to the Councils’ –and was sent directly to various email addresses. In the event you did not see it – that response is enclosed. Other Items: The Mosquito Control folks have started their work … they have provdied the enclosed Press Release. The Payment in Lieu of Taxes has been billed to VSSA – this relates to the memory care facility as that is not taxable. For 2023 it is $46,000. st The League of Minnesota Cities Annual Conferenceis being held June 21 -23 in Duluth. The Applicant (the School District - ISD 834 - the “District”) and their staff shall be fully responsible for all emergency responses that are specific to the event, the City is not committing any special or unique resources. 2. All event elements shall remain on School District - High School th Property and immediately adjacent sidewalk (south of 58 Street) as shown on map. st 3. The event is permitted to be held on May 21, 2023 and must be completed by 7 PM that day. 4. The Permit issued includes signage that will be erected on District property only commencing on 5/12/23 and counts against the total 50 calendar days permitted. No off site signage is permitted. 5. The District is fully responsible to ensure all site security and inclement weather safety for all participants, spectators, visitors, etc. The District is required to have a representative on site at all times during the event, is reachable by cell-phone and the District unilaterally responsible to ensure safety and prompt communication for all emergencies and inclement weather issues.
