Monday, June 21, 2010 at City Hall
Call to Order: Chair Eder called the meeting to order at 6:30 p.m. Present: Vice Chair
Hauble, Commissioner Viers City Administrator Johnson, Public Works Director Kegley,
Commission Liaison McComber, and Park Programming Coordinator Zeuli. Absent:
Commissioners Krieger and N iedzollKow ski.
II. Approval of Agenda: Vice Chair Hauble. seconded by Commissioner Viers, moved to
approve the Agenda. Carried 3 -0.

A. Arborist: Arborist Widin reported that 1-1merald Ash Borer had not yet been
confirmed in Washington County. She stated she had been receiving calls from
residents about lookalike insects. If residents do have questions, they should call
City Hall and leave a message and she will come and do an inspection.
Widin reported she was working on a tree removal list of storm damaged or dead
trees. She also reported she was putting together a boulevard tree planting list so if
there were any residents who Wei'e interested in a boulevard tree, they should contact
her. Widin reported she was also working on a list of replacement trees for the ash
trees that were removed. She stated she would be checking ash trees in the City, and
there were going to be another 50 ash trees removed as part of the City's structured
removal plan.
Vice Chair Hauble, seconded by Commissioner Viers, moved to approve the Arborist
report. Carried 3 -0.
B. Public Works Director: Public Works Director Kegley reported that the department
hired three park attendants, and they are doing a good job. Ile stated the City was
averaging about three reservations per week at the three park shelters.
Kegley reported that he received quotes for weed spraying at Autumn Hills Park, and
they were within budget. He reported that the lowest quote to treat and fertilize
Autumn Hills Park was approximately $410. He stated a quote for Brekke Park
came in at 5980.
Kegley also reported that the horseshoe pit, trash cans, and picnic tables would be
ordered that week. He stated he put together an estimate to install a sand volleyball
pit, and it came in at around $5,500 which was not within budget for 2010.
Vice Chair l fauble, seconded by Commissioner viers, moved to approve the Public
Works Director's Report. Carried 3-0.
C. Other Commission Liaison Reports: Commission Liaison McComber reported that
the Playful City USA application designation was submitted. She also reported
that the working plan for Beyond the Yellow Ribbon Communities was also

submitted. She requested that if anyone interested in helping out contact her.
Vice Chair Hauble, seconded by Commissioner viers, moved to approve the
Commission Liaison Report. Carried 3-0.

A. Friends of Stillwater Area Dog Parka Inc Presentation: Allison McGinnis, President
of Friends of Stillwater Do g Park, Inc.. Kristen wesloh, Vice President, and Lyndsey
Olsen, Treasurer, were present and provided a presentation to the Parks Commission
on dog parks. McGinnis stated that the goal for the organization was to have a

fenced -in dog park in the Stillwater area. and that they were contacted by Planning
Commissioner Jennifer Bye that there may be space available at the fly ash site in
Oak Park Heights.
Chair Eder informed them that the City does not yet have the parkland at the fly ash
they are not pre development for that site. City Administrator pared to discuss develop

Johnson reported that the City would have a permissive -use lease commencing, in
2011.
McGinnis requested that the City keep their organization and goal in mind when
development planning commenced.
VI Public Hearings: None
VII. New Business:
A. Basketball Court Cost Estimates: City Administrator Johnson reported that rough
estimates of 53,000 to 55,000 to install a basketball court in the pleasure rink area of
Brekke Park were received. He reported that a draft request for quotes was prepared.
Johnson reported that estimates for poles ranged from $1 ,200 to $5,000.
City Administrator Johnson stated the Parks Commission should consider whether
the y want to obtain a quote for striping and a new pole at the existing basketball
B Discussion on Brckke Park Perimeter Trail: City Administrator Johnson reported that
Public Works Director Kegley put together a proposed map on where a trail could be
installed. Chair Eder suggested the trail stay as a planning item for the future.

A. Park and Trail Guide: Public Works Director Kegley provided the Parks Commission
with the final draft or the Park and Trail Guide. He stated the guide would be
available at City Hall and would he posted at some of the trail heads in the City.

court at Brekke Park as an alternate. Another possibility was to obtain a quote for
striping the hockey rink for roller hockey as another alternate, and another alternate
could be to obtain quotes to have two courts on the pleasure rink slab instead of one.
City Administrator Johnson stated a possibility would be to install another pole at the
existing basketball court if it was within the Public Works operating budget. Chair
Eder did not feel it was big enough for another basket.
Commissioner Viers su sending out the request for quote and discussin the
budget alter the quotes come in. Chair Eder suggested that installation of the pole for
one court on the south end of the slab he one part of the quote request, line painting
be another part of the quote request as an alternate, installation of a second court on
the north end as an alternate, and striping the hockey rink as another alternate. The
Parks Commission will discuss this at their next meeting.

In June 1 attended staff meetings and discussed various tree and natural resource issues
with city staff. 1 reviewed the packet and agenda for the Parks Commission meeting 6/21,
attended the meeting and presented a report.
1 checked several boulevard and park tree issues in June and most are included in the last
paragraph under site visits to residents. 1 also started checking ash on boulevards and park areas
to add to the list of ash removals in the fall under the EAB grant for structured removal.
In June 1 attended an EAB Community Preparedness workshop. in June 1 also wrote
articles for the summer issue of the city newsletter. For both of these activities, costs were
shared with the cities of Stillwater, Lake Elmo and Mahtomedi.
This month I inspected the prairie restoration planted last fall west of Oldfield Ave..
There are some problems with establishment of both the cover crop and the prairie plants, so
contacted the installer, Prairie Restorations Inc. to find out the problem. Their deferrai ation was
that some kind of herbicide had been applied to the site prior to seeding of the prairie and cover
crop. 1 contacted Reel Energy and was told that they had applied some herbicide to inhibit stump
sprouting of some of the deciduous woody plants which were removed along with the pines.
Prairie Restorations is planning to mow the cover crop and may do some re-seeding of the prairie
later in the summer.
In June 1 investigated a complaint from Xcel Energy that public works staff from OPH
were damaging trees planted between the ash landfill and the 58 St cul-de-sac near Cover Park
Manor, with weed trimmers. I: consulted city staff and was told they do no maintenance in that
area. eel has not responded with any pictures, descriptions or dates of this activity.
This month 1 also checked the Lowe's site for dead trees reported by Julie Hultman,
inspected the site and made a list of dead trees which 1 sent to Julie for contacting the property
owner to re-plant.
In June I attended several site review meetings regarding the development application of
White Castle. 1 reviewed the original landscape plan, plus revisions, and sent a report to OPH
staff.
During June 1 made site visits and returned telephone calls to residents regarding: tree
removal (particularly the structured removal of ash), tree planting, buckthorn management,
emerald ash borer, risk trees and broken, hanging branches, construction injury to trees,
eriophyid mite galls on birch and maple, fungal leafspots on ash, maple, oaks, catalpa, tree roots
in lawns, storm damage, tree i.d., and tree pruning.

Re: SCVAA Request to Use Brekke Park Ball Fields for Soccer

The St. Croix Valley Athletic Association is formally requesting permission to use the upper
and lower Brekke Park fields for the 2010 fall soccer season. Granting the request would
reserve the fields from August 16, 2010 through October 9 2010:
Monday Thursday from 5:30 PM to 8:30 PM
Saturday from 8:00 AM to 2:30 PM
The City has no scheduling conflicts with the requested dates and times; furthermore the St.
Croix Valley Athletic Association and the City of Oak Park Heights have been working
together to provide these facilities for a number of years.
Recommendation
Granting the request advocates community involvement and keeps residents and surrounding
community members using the park well into the fall season. I recommend the Park
Commission approve the request from the St. Croix Valley Athletic Association to use the
Brekke Park Fields for Soccer for the above dates and times.

Request for Quotes
The City of Oak Park Heights is seeking to create a basketball court on the existing pleasure rink at Brekke Park, The rink is owned
by the City and is currently operated as a skating rink during the winter months. The City is seeking quotes to create a basketball
court on the existing rink into 'basketball court for use during the summer months.
Scope of Work
The City is seeking the creation of a basketball court on an existing concrete slab. For definitional purposes the term "basketball
goal" includes the rim, backboard, net and all mounting equipment required to connect same to the required pole structure.
Base Work:
RFQ Basketball Striping Goals
ENCLOSURE 4
Section 1. Using concrete striping, white in color, create the lines for a full basketball court on the existing pleasure
rink slab, see Attachment #J All lines shall be 2" in width. Create all lines using the NCAA dimensions to create a
full basketball court. Refer to Attachment for an approximated diagram of the size and shape of a court, however
actual NCAA markings shall be required. Extend or reduce the court length, north to south, to accommodate for the size
of the slab so that pole/goal installation does not occur into the current concrete slab.
Section 2. Provide two Institutional playground grade basketball poles and goals and appropriately install on both ends
of the court as defined in Section 1. The poles and goals shall be of regulation height, non adjustable in height and of the
general size, type and dimensions as shown in Attachment 3 however the contractor shall propose and provide
final pole and goal design and manufacturer and type for approval by the City at no additional expense to the City as the
city does not have a preference for manufacturer. Installation of the poles into the ground shall be equal or better than as
shown on Attachment 4 and must also follow all manufacturers specifications. (The turn lgoal(s) includes all
mounting hardware, backboards, rims, nets, etc.)
Alternates:
Alternate #1: Using 2' white asphaltic striping, create lines for a small two-goal basketball court (NCAA striping) on an
Current Basketball Court which currently has one hoop. Refer to Attachment 1 for aerial photo of Current Basketball
Court,
Alter nate #2: Provide and install an institutional basketball pole and goal at the opposite end of the Current Basketball
Court as shown in Attachment j. Use pole and goal that is similar to the pole and goal that is installed at such
location.
Alternate #3: Using 2" concrete striping, white in color, create the lines for a one-half basketball court on the existing
pleasure rink slab south end and install the specified pole and goal as outlined in Section 1. Ensure that that this one-
half court can be expanded to a full court length, by placing the backcourt line in a location that would appropriately serve
as a future midcourt line.
Alternate #4: Using 2" concrete multi-color striping, provide and install a roller-hockey court inside the hockey rink at
Brekke Park. See Attachment 5 and install accounting for actual size of such slab so that all markings are evenly
placed, consistent and scaled for the slab.

O During the course of the striping process, should unanticipated conditions be discovered that are outside the Scope of Work
and further review, the Contractor shall immediately notify the City of such conditions and shall work in good-faith with the
City to coordinate appropriate actions. Should these conditions require additional services, the Contractor and the City shall
negotiate for appropriate services but shall not exceed reasonable time and materials costs in accordance with industry
standard(s). Any additional work required shall be completed within a reasonable timeline so as to not delay work of other
contractors at the site. Should the Contractor unreasonably cause any delays in the execution of any work, the City may
remove the Contractor from the site upon written notice and without penalty to the City.

professional, courteous manner,
Prior to submitting a response to this RFQ, contractors shall first make a site visit to better understand the scope and
conditions of the existing concrete slab. This site visit can be scheduled by contacting Eric ,Johnson, City Administrator at

The City will provide payment following the satisfactory completion of all work and receipt of an acceptable final report
documenting what steps were taken to remove all identified items from the Property.

provide the Contractor a Notice to Proceed prior to this date for the prices submitted to be valid.
