Residential Chicken/Duck Keeping Permit Application
The following must be submitted with the chicken/duck permit application
Please submit a scaled sketch with the proposed improvements that shows:
• Location and size of your house
• Your lot lines
• Location, size and type of all structures and containment areas for the chickens/ducks
(ie: coop, pen and fencing, etc.)
• Setbacks of coop or other keeping structure from house and lot lines.
Chicken/Duck structures may only be kept in the rear yard and shall not be closer than twenty
(20) feet to any property line.
A maximum of four (4) chickens or ducks may be permitted by annual permit to single or two-
family residential properties. Chickens/ducks are not permitted on any property that contains
three (3) or more dwelling units, subject to the following conditions as regulated by City
Ordinance 602.11:
• The applicant shall make written application on such form as provided by the City and
agree to adhere to all conditions under which the permit was granted.
• The applicant adheres to a minimum of one (1) inspection of the premises annually.
• There shall be no more than four (4) chickens or ducks of any combination, at any
time.
• No person shall keep a rooster, drake or male of either animal, at any time or for any
reason.
• Ducks shall be of a flightless species. ("Flightless" means that the species it is used in
context with cannot fly over a height of 5 feet and/or sustain flight for more than 5
linear feet). Clipping of wings is not a permissible alternative.
• No person may keep chickens/ducks within the residential dwelling or attached garage
or similar structure.
• The applicant shall demonstrate that suitable facilities are present and appropriate
practices are being employed to preclude surface or groundwater contamination,
excessive fecal accumulation, odor, noise or other nuisance.
• Chickens/ducks shall be provided with a secure, well ventilated, and roofed structure
constructed with at least a mesh type material, with a protective overhead netting,
capable of providing shelter during all seasons. Said structure shall be maintained in
good repair and sanitary conditions at all times.
• Ducks shall be provided with a wading pool that is suitable for duck wading, safe
humane access and provides no less than 20 square feet per duck. Such water source
shall be regularly cleaned, not stagnant and not harbor mosquito or other insect
infestation.

• Chickens/ducks may be kept only in the rear yard.
• No chicken/duck structure or any form of pen or wading pool may be closer than
twenty (20) feet to any property line.
• Chickens/ducks shall be kept in the roofed chicken/duck structure with an attached
pen, or a detached mobile pen suitable for proper and humane occupation by such
animal, whenever they are unattended. When attended by the keeper, the
chickens/ducks are allowed range freely in a completely fenced exercise yard.
• No person may allow chickens/ducks to range freely without fencing or a mobile pen.
• The chicken/duck structure floor area or a combination of the structure and attached
pen floor area shall equal at least ten (10) square feet of area per chicken/duck.
• Pens attached to chicken/duck structures shall be well drained so that there is no
accumulation of moisture.
• The applicant shall demonstrate that suitable facilities are present and appropriate
practices are being employed to preclude surface or groundwater contamination,
excessive fecal accumulation, odor, noise or other nuisance.
• The conditions under which chickens/ducks are kept shall be kept and cared for in
such a manner that they do not constitute a nuisance, health or safety concern.
• No person shall sell or slaughter chickens/ducks within the City limits.
• Failure to comply with City Ordinance 602.11 related to the keeping of chickens/ducks,
to maintain permit approval conditions or to pass premises inspection will result in
refusal/revocation of chicken/duck keeping permit.
