PLANNING COMMISSION MEETING MINUTES
Thursday,August 10,2023
Call to Order/Pledge of Allegiance:
Chair Van Denburgh called the meeting to order at 6:01 p.m. Present: Commissioners Husby,
Kremer and Van Dyke; City Administrator Johnson, City Planner Richards, and City
Councilmember Liaison Representative Liljegren. Commissioner Freeman arrived at 6:10
p.m.
II. Approval of Agenda:
Commissioner Kremer seconded by Commissioner Van Dyke,moved to approve the Agenda
as presented. Carried 540.
III. Approval of May 11, 2023 Meeting Minutes:
Commissioner Husby, seconded by Commissioner Kremer,moved to approve the Minutes as
presented. Carried 4-0.
IV. Department/Commission Liaison/Other Reports:
City Councilmember Liaison Representative Liljegren provided a City Council update and
retiring City Administrator Johnson expressed his pleasure with having worked with the
Planning Commission.
V. Visitors/Public Comment: None.
VI. Public Hearings:
A. Chris & Kim Hayes: Consider request for a Conditional Use Permit to allow front, rear
and side-yard property line setback reductions for proposed new single family dwelling
construction at 15405 57th St. N.
City Planner Richards reviewed the August 3, 2023 Memorandum, provided an issue
analysis, approval conditions for consideration, and discussed the same. Commission
discussion was had as to setbacks and tree preservation.
Chair Van Denburgh invited the applicant to address the Commission.
Chris Hayes, the applicant, discussed several aspects of the site and ways that the trees
could be protected.
Commissioner Kremer, seconded by Commissioner Van Dyke moved to close the public
hearing. Carried 5-0.

Chair Van Denburgh allowed visitor Tom Thiets of 5665 Peller Ave.to speak. Mr. Thiets
stated that he is the adjacent neighbor to the property and voiced support to the project on
behalf of himself and conversations with several of the neighbors within the
neighborhood.
Commission discussion ensued as to the site layout, setbacks, and tree preservation.
Commissioner Kremer, seconded by Commissioner Freeman moved to recommend City
Council approval subject to the amended conditions within the August 3, 2023 Planning
Memorandum, specifically that:
1. The City Engineer will review the drainage for the site, the final grading for the
proposed structure shall be subject to approval of the City Engineer.
Carried 5-0.
B. Croixview Holdings, LLC: Review and consider request for an Amended Conditional
Use Permit and Design Guidelines/Site Plan Review for proposed construction of an
office/warehouse building at the property located at 5416 Stagecoach Trail,N.
City Planner Richards reviewed the August 3, 2023 Planning Report, provided an issue
analysis with regard to the requested site plan changes, approval conditions for
consideration, and discussed the same.
Tim Siegfried — Croixview Holdings addressed the issue of the two drive access points
and updated the Commission as to the status of conversation with Washington County.
Stephan Master— Landscape Architecture Inc. —reviewed and discussed the site layout,
proposed systems for stormwater handling, landscaping, and screening for the adjacent
residential property.
Commissioner Kremer, seconded by Commissioner Freeman moved to close the public
hearing. Carried 5-0.
Commission discussion ensued as to the waterway easement, planting, and landscaping.
Commissioner Kremer, seconded by Commissioner Husby moved to recommend City
Council approval, subject to the conditions noted within the August 3,2023 Planning
Report.
Carried 5-0.

A. Upcoming Meetings: Noted.
➢ City Administrator Eric Johnson's Retirement Open House is being held August 30t1i,
from noon to 5:00 p.m. at City Hall.

• Tuesday, September 26, 2023 —Commissioner Kremer
X. Adjourn: Commissioner Husby seconded by Commissioner Freeman,moved
to adjourn at 6:59 p.m. Carried 5-0.
