HomeMy WebLinkAbout2023-09-14 Planning Commission Meeting Minutes CITY OF OAK PARK HEIGHTS PLANNING COMMISSION MEETING MINUTES Thursday, September 14, 2023 Call to Order/Pledge of Allegiance: Vice Chair Van Dyke called the meeting to order at 6:00 p.m. Present: Commissioners Freeman, Husby, and Kremer; Interim City Administrator Steve Hansen, City Planner Richards,and City Councilmember Liaison Representative Liljegren. Absent: Commissioner Van Denburgh. II. Approval of Agenda: Commissioner Husby, seconded by Commissioner Kremer,moved to approve the Agenda as presented. Carried 4-0. III. Approval of August 10, 2023 Meeting Minutes: Commissioner Kremer, seconded by Commissioner Freeman,moved to approve the Minutes with spelling correction. Carried 4-0. IV. Department/Commission Liaison/Other Reports: City Councilmember Liaison Representative Liljegren provided a City Council update,noting that while the City is working on hiring a new City Administrator,Police Chief Hansen would be serving as the Interim City Administrator. Hansen reported that the City has been looking at some speed limit changes and that the City Council would be reviewing in the future. V. Visitors/Public Comment: None. VI. Public Hearings: A. HealthPartners/Lakeview EMS: Review and consider request from ASI Signage Innovations/Signation Sign Group, on behalf of HealthPartners/Lakeview EMS, for a Conditional Use Permit to allow two wall signs upon one building facade at 14702 60th St. N. City Planner Richards reviewed the September 7,2023 Planning Report,provided an issue analysis, approval conditions for consideration, and discussed the same. Commission discussion was had as to building ownership, past condition of the building and site, how recent changes to parking requirements would affect redevelopment and the sign size in relation to the building size. Vice-Chair Van Dyke opened the public hearing and closed the public hearing due to no visitors in the audience. Planning Commission Minutes September 14,2023 Page 2 of 3 Commissioner Husby, seconded by Commissioner Kremer, moved to recommend City Council approval subject to the amended conditions within the September 7, 2023 Planning Report, specifically that: 1. Any signage to be installed on site shall be compliant with Section 401.15.G.8 of the Zoning Ordinance and will require a sign permit. 2. Any sign lighting shall be subject to review by City Staff and comply with the lighting requirements of Section 401.15.G.8 of the Zoning Ordinance. Carried 4-0. B. Discount Tire: Review and consider requests from Todd Mosher of raSmith, on behalf of Discount Tire for an Amended Conditional Use Permit/Planned Unit Development to allow a fourth wall sign and construction of a tire storage building and Site Plan/Design Guidelines Review for Discount Tire at 13341 60t St. N. City Planner Richards reviewed the September 7, 2023 Planning Report,noting history of discussion with this applicant for the site, provided an issue analysis with regard to the requested site plan changes, approval conditions for consideration, and discussed the same. Chair Van Dyke invited the applicant to address the Commission. Todd Mosher — raSmith, representing Discount Tire discussed parking stall numbers in relation to the recent roadway alignment and Discount Tire's proposal, the brand refresh to the store, lighting, landscaping, signs, remodeling to the interior and the change out of some of the glass to brick. Vice-Chair Van Dyke opened the public hearing and closed the public hearing due to no visitors in the audience. Commission discussion ensued as to the waterway easement, planting, and landscaping. Commissioner Kremer, seconded by Commissioner Husby moved to recommend City Council approval, subject to the conditions noted within the September 7, 2023 Planning Report, specifically for: • Amended Conditional Use Permit/Planned Unit Development for the tire storage building. • Amended Conditional Use Permit to allow the fourth wall sign and to allow 240 square feet of wall sign area. • Site Plan/Design Standards Review for tire storage building and west wall window removal. All light fixtures shall be full cut off and be consistent with Section 401.15.B.7 of the Zoning Ordinance, as it relates to lighting requirements. 2. The final landscape plan is subject to the review and approval of the City Arborist. 3. All conditions of the PUD approved granted on April 27,2004,for the Shoppes of Oak Park Heights and the CUP approvals granted on May 25, 2004, shall remain in effect, and will be enforced.
