RE: Baytown Comprehensive Plan Update
Dear Ms. St.Claire:
We are in receipt of the draft Baytown Township Comprehensive Plan that is to be
considered for adoption this month. On behalf of the City of Oak Park Heights and its City
Council, I offer the following:
The Comprehensive Plan appears to be consistent with what is expected for land use
around the City's boundaries. However, the plan does not address the Township's
position on annexation of the properties along Oakgreen Avenue that are completely
surrounded by the City. It is expected that these owners will eventually petition for
annexation when they are in need of City utility services.
The Baytown Plan also does not address the potential for annexation to the west of
Highway 5. As you are aware, the City has recently received a petition from an owner
requesting annexation of property in this area. The City declined any annexation until
completion of the Baytown Plan and direction from the Township on this issue. The City
has not been aggressive in requests for annexation and is not interested in piecemeal
annexation of parcels without an overall agreement between the City and Township.
Beginning in January 1996, the City will update its Comprehensive Plan. The issues of
annexation within and outside of its current City boundaries will need to be addressed.
We expect to include the Township in these critical decisions as part of the plan process.
We congratulate you on completing your Comprehensive Plan update. Any input that your
Planing Commission or Town Board can provide on the land uses that I have addressed
would be most helpful in the City's comprehensive planning process.
