As per your request, I have reviewed the Baytown Township Comprehensive Plan and
evaluated the impacts for Oak Park Heights. Overall, the plan does not address issues
related to its common boundary with the City and does not provide direction for possible
annexation to the City.
Three areas of the City which share a border with the Township need to be considered.
The most obvious area is the parcels completely surrounded by the City on Osgood
Avenue. The other area is that property west of Highway 5 that includes existing
commercial land and businesses and the Screaton property. As you are aware, the
Screatons have again asked for a consideration of their annexation request. The third
parcel is the State of Minnesota/DNR property west of Osgood Avenue. The status of this
parcel and its potential for future development must be considered by both the Township
and the City Comprehensive Plans. The Baytown Comprehensive Plan does not provide
goals, policies, or specific plans related to possible annexation of these parcels. The
environmental sections of the Baytown plan should address the necessity of annexation
in cases where issues exist with possible failure of septic systems or contamination of
ground water and where provision of municipal water and sewer is necessary to serve new
development.
In terms of transportation, the Comprehensive Plan addresses the major roadways within
and adjacent to the Township although does not consider the issues with shared roadways
in terms of potential jurisdiction turn backs between the Township, City or County.

The Comprehensive Plan does not indicate the possibility of additional shared services
between jurisdictions, including police, street maintenance, building code review and
enforcement and other governmental functions that could result in overall more efficient
use of personnel and resources.
The park/trails section of the plan acknowledges the lack of park land within the Township
and the need to address both park and trail plans. The plan does indicate that the
Township will work with adjacent communities and the City in development of coordinated
trail systems.
