Dear Mr. Randazzo:
The City is in receipt of your application materials submitted on October 14, 2024, for a
Comprehensive Plan Amendment and Conditional Use Permits to allow for a six unit
condominium project at 5845 Stagecoach Trail North. The Comprehensive Plan
amendment is to reclassify the property to Residential Business Transitional, and
Conditional Use Permits are required for building height, parking, and density bonus.
With this letter we are notifying you that the application is deemed incomplete. The City
may deem it complete with receipt of the following items by the end of business day,
October 23, 2024:
1. Signed, second page of the application.
2. A check for application fees and escrow.
3. Project narrative.
4. Proof of ownership of the lot.
5. Contact information list.
6. Lighting details to include cut sheets of all fixtures.
7. A materials board for review by the Planning Commission and City Council.
8. The City Engineer may call Westwood if there is any additional information that
they require for their review.
The Planning Commission would consider the application at a meeting scheduled for
November 14, 2024, at 6:00 P.M. in the City Hall Council chambers. If recommended
by the Planning Commission that evening, the City Council will review the application at
their meeting scheduled for November 26, 2024.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60 day period (for a total of 120 days from the date of a complete application)

relative to the complexity of the project as proposed will be required.
