ACURBAN P L A N N I N G • D E S I G N • M A R K E T RESEARCH MEMORANDUM PitCap yy TO: LaVonne Wilson FROM: Curtis Gutoske DATE : 22 March 1990 RE: Oak Park Heights - MWCC CUP and Variance FILE NO: 798 . 02 - 90 . 02 As part of all the necessary approvals for the expansion of the MWCC Sewer Plant ( in addition to the conditional approvals given by the City Council at its last meeting) , the plant expansion requires the preparation and consideration of an Environmental Assessment Worksheet (EAW) . An EAW is an analysis that determines if any detrimental or adverse environmental impacts will occur as a result of the expansion. This analysis is to be conducted by the State Pollution Control Agency and is expected to be completed in late May or June. Once the EAW is completed, a public hearing will be held to allow the public to review and comment upon the EAW. This hearing is expected to be held towards the end of June. I will keep in contact with the PCA to determine the exact time and place of the hearing. It may be desirable to ask them if they would hold the hearing in Oak Park Heights to make it more accessible to the neighboring residents . Please advise if this should be pursued. As a last item, no building permits may be issued for the plant expansion until the environmental review process is complete. I raise this point simply to emphasize the City Council ' s previous conditional approvals do not allow the MWCC to begin construction prior to the EAW review. The Council ' s approvals will take effect after the satisfactory resolution of the EAW.
