Galler L Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber called the meeting to order at 5:50 p.m. Present: Councilmembers Dougherty, Johnson, Liljegren (arrived at 6:00 p.m. after Item I.), and Runk. Staff present: City Administrator Rife, Police Chief Hansen, Assistant City Administrator/City Clerk Pinski, and City Attorney Sandstrom. Absent: None. Councilmember Dougherty, seconded by Councilmember Johnson, moved to approve the Agenda. Carried 4-0. H. Council/Staff Reports: A. Mayor McComber: She reported she attended the Coalition of Utility Cities meeting on January 8 where she was elected President until June. She also reported she would be attending the Lake Elmo Airport Commission Leadership meeting. B. Councilmember Dou _gheM: He reported he also attended the Coalition of Utility Cities meeting on January 8. C. Councilmember Johnson: She reported she presented in a Leadership in the Valley panel, and she attended the Washington Conservation District meeting. D. Councilmember Liljegren: No report. E. Councilmember Runk: He reported he attended the Cable Commission meeting on January 13 where they updated their Bylaws. He also attended the Convention and Visitor's Bureau meeting, and the 2025 Visitor's Guide was available. Runk also reported the DNR boat launch was now open, and he asked if they were planning a ribbon cutting. City Administrator Rife said he would reach out to the DNR. F. Staff: City Administrator Rife requested a Worksession prior to the next City Council meeting. Councilmember Johnson, seconded by Councilmember Runk, moved to set a Worksession for January 28 at 5:00 p.m. Police Chief Hansen reported that they were seeing activity at the boat launch, there was one finalist for the embedded social worker program, and the department would be participating in an outreach event for the homeless and those in need at the First Presbyterian Church on January 23. G Date: January 28, 2025 Consent TO: Mayor and City Council FROM: Lisa Danielson, City Arborist AGENDA ITEM: 2025 Vegetation Management for the Prairie Restoration Areas at Swager and Valley View Parks BACKGROUND: The City of Oak Park Heights has been maintaining two (2) prairie restoration areas located at Swager Park (since 2009) and Valley View Park (since 1998). The City has been contracting with Minnesota Native Landscapes since 2012 on the maintenance. Maintenance on the prairies has been done according to the Minnesota DNR recommended standards. Prescribed burns should take place every 3-5 years to maintain plant and animal diversity. When a prescribed burn is not due to take place a spring mow is conducted. The weed control visits are timed on growing conditions throughout the year which is key for proper maintenance as well. To continue following the DNR's recommended standards, for 2025 a spring mow is due at each site in 2025 as well as three (3) weed control visits at each site. Ehlers is a respected firm with proven expertise in managing municipal investments and already works with the City in a Municipal Advisor capacity. Ehlers Investments brings several key advantages to the City's investment portfolio: 1. Experience with Municipal Investments: Ehlers has a long history of working with municipalities and understands the unique needs and regulatory requirements of public -sector investment strategies. 2. Customized Investment Strategy: Ehlers offers tailored investment solutions based on the City's specific objectives, risk tolerance, and cash flow needs, ensuring alignment with our long-term financial goals. 3. Proven Track Record: Ehlers has demonstrated success in managing similar -sized municipal portfolios, delivering strong, risk -adjusted returns overtime. 4. Next Steps: If approved by the City Council, the Finance Department will coordinate with Ehlers Investments to initiate the transition process. This will involve: • Finalizing and signing the agreement with Ehlers Investments. • Transferring existing investments to Ehlers' management. CONCLUSION: Transitioning the City's investments to Ehlers Investments represents a prudent step forward in enhancing the management and performance of the City's financial assets. Investment advisory fees shall be incurred for all assets under the management of Advisor.
