The proposed use satisfies all required conditions of the zoning code and is in general conformance with the existing site use and surrounding neighborhood. Per applicant's application materials, the properties located to the north of the site are screened by trees and vegetation, and adjacent properties to the south are screened from the site by a change in grade and trees. The Planning Commission considered the matter, held a public hearing, and recommended approval at its meeting on November 25, 2024. The City Council of the City of Oak Park Heights approved the Conditional Use Permit via Resolution 24-11- 32 on November 26, 2024, for construction of the administrative building addition and athletic stadium press box improvements, athletic track resurfacing, new baseball field fencing, and the softball field replacement bleachers in the 0-Open Space Conservation District at the subject site, II. CONDITIONS: Pursuant to Resolution 24-11-32,this CUP is subject to the following conditions: 1. ISSUES ANALYSIS Comprehensive Plan. The property is designated as School Facilities on the Proposed Land Use Map of the Comprehensive Plan. The proposed addition to the High School and stadium/athletic field improvements will be consistent with this land use designation. Zoning. The site is zoned 0, Open Space Conservation District in which the High School has been permitted as a conditional use. Any changes to the site or the uses require a CUP. The criteria found in Section 401.03.A.7 of the Zoning Ordinance must be considered when reviewing a request for this type. The addition to the building is the most significant change to the site requiring the CUP. The other improvements would be considered maintenance or replacement items. Conditional Use Permit. The Planning Commission should consider the following issues and impacts of the proposed project in making its recommendation. The conditional use permit criteria, found in Section 401.03.A.7 of the Zoning Ordinance, are found as follows: 1. Relationship to the specific policies and provisions of the municipal comprehensive plan. 2. The conformity with present and future land uses in the area. 3. The environmental issues and geographic area involved. 4. Whether the use will tend to or actually depreciate the area in which it is proposed. 5. The impact on character of the surrounding area. 6. The demonstrated need for such use. 7. Traffic generation by the use in relation to capabilities of streets serving the property. 8. The impact upon existing public services and facilities including parks, schools, streets, and utilities, and the City's service capacity. 2 9. The proposed use's conformity with all performance standards contained herein (i.e., parking, loading, noise, etc.). Comment: The use is consistent with the Comprehensive Plan and in conformity with present and future land uses. There should be no environmental issues or impact to surrounding property owners. Traffic generation will be minor with the number of trips per day generated from the additional administrative space to be added to the High School building. There is no impact upon public services and facilities. City Staff sees no issues with the proposed addition to the High School and stadium/athletic field improvements. Site Plan and Design Guideline Review. The addition to the High School building requires Site Plan and Design Guideline review. The building addition has been designed so that it will match the existing structure in design, materials and color. There are no design issues with this proposal. Parking. Section 401.15.F.9 of the Zoning Ordinance requires office spaces to have three spaces plus one space for each 400 square feet of floor area. The parking calculation for the addition is as follows: 800 square feet x .9 = 720 /400 = 2 parking spaces. The three additional spaces have already been factored into the parking requirements. There is adequate parking at the high school based upon zoning requirements. Per ordinance, the site would require 1,209 parking spaces. The site has a total of 1,224 spaces, with adequate disability spaces. It is unlikely that all the classrooms, auditorium, gyms and the activity center would be at full capacity at one time. There should be adequate parking as proposed. The additional two stalls required are not an issue for the site. Grading/Drainage/Utilities. Any changes to the site shall be subject to review by the City Engineer. Lighting Plans. There are no changes to exterior lighting. If any lighting is added it will need to comply with the provisions of the Zoning Ordinance. Landscaping. There are no changes proposed to the existing landscape. Mechanical Screening. Any additional exterior mechanical equipment required for this use will require screening in compliance with the Zoning Ordinance. Signage. No new signage is proposed for the building addition. A sign has been proposed for the west elevation of the new press box. Any signage proposed for the project shall require a sign permit and shall be compliant with the Zoning Ordinance. 3 CONCLUSION I RECOMMENDATION Upon review of the request for an Amended Conditional Use Permit to allow an addition to the High School building and stadium/athletic field improvements at the Stillwater Area High School, 5701 Stillwater Blvd North, City Staff would recommend the project with the conditions as follows: 1. Building Addition The addition is an approximately 800 square foot expansion to the existing administrative suite in response to the need for security improvements and queuing space for visitors and students. Associated with this scope of work is an interior renovation of approximately 2,850 square feet,all allocated to the existing administration office.The addition will be single story,with new materials selected to match existing/adjacent conditions,including face brick size,blend,pattern,and coursing;windows with uniform finishes,mullion patterns and sill materials;and roof coping color and profile to match existing.The height will align with the adjacent single-story portion of the building,and the footprint will continue the curved exterior wall design of the remaining school. Site work associated with the addition will include removal of one existing tree for access,along with removing the existing landscaping bed along the building. After the excavation and backfilling for the new building addition and construction of the building is completed,the landscaping along the building addition will be re-established to match the existing landscaping and one new tree will be planted. No site utility or pavement work is anticipated with this portion of the project. The press box will be replaced with new,and will match the existing height,width,and length of the existing press box;will have finish and color selections to match the existing,and signage applied to the exterior to match the existing.The west side of the press box,facing Stillwater Boulevard,is scheduled to receive school signage as shown in the architectural drawings attached.The design and size will match that of the signage on the east side that faces the stadium.The new press box will be placed in the same location as the existing press box, with no modifications to the existing bleacher system that it is set on.There is an existing hose bib routed up to the press box that will remain in place and be modified as needed to accommodate the installation of the new press box. The existing athletic track rubber surfacing is about 20 years old and is becoming worn from use and will be replaced. The existing rubber surfacing will be removed and the underlying bituminous pavement will be milled and replaced with new bituminous pavement. The layout and size of the track will be unchanged. After the new bituminous pavement is installed,a new polyurethane and rubber surface will be installed over the new pavement areas of the track and the track will be re-striped. No grading, landscaping,or utility work is anticipated with this portion of the project. Athletic Field Improvements The School District will be adding outfield fencing to the existing baseball field,located west of the school. Currently,portable temporary fence is used at this field during games. The new fence will be galvanized, chain link fence measuring 8 feet high and located along the perimeter of the outfield. Several gates will be installed for access to the field by emergency and maintenance vehicles,along with smaller gates of pedestrians. Plastic mow strips will be installed under the fence for maintenance purposes. No grading or utility work is anticipated for this portion of the project. The School District will be replacing the existing bleacher,along with the backstop at the existing softball field located west of the school. The existing aluminum angle frame bleacher is about 7'-5" high (to the top row seat)and consists of 10 rows and has a seating capacity of 140. The existing bleacher is not elevated and do not provide ADA seating. The existing bleacher is supported on a concrete slab in the area behind the backstop and home plate. The new bleacher will be an aluminum mitered angle frame bleacher that will be elevated 24-inches above the ground for improved sightlines. The new bleacher will consist of 7-rows and will be 7'-5"high(to the top row seat),and will have an ADA accessible access ramp and seating. The seating capacity of the new bleacher is 276, including 5 ADA accessible seats. The new bleacher will be supported on a concrete slab that will require removal of the existing pavements in this area and construction of a new concrete slab for the new bleacher and ADA access to the bleacher. The net increase in impervious surface will be about 1,095 square feet. Landscaping will consist of restoration of the adjacent grass at the perimeter of the new concrete slab.There is an existing water spigot near the northwest corner of the existing bleacher that will be relocated out of the area for the new bleacher. MEMORANDUM Page 3 of 4 Wo1 The existing backstop at the softball field consists of chain Iink fence measuring about 20 feet high, with an overhanging hood. This will be replaced with a tie-back safety netting system that will be 30 feet high to provide improved visibility for spectators watching the games,and safety of the spectators behind home plate in the new bleacher. Four new posts will be installed for the new netting system. Additional Information Construction Timeframe Anticipated mobilization,ground-breaking and construction of the addition is planned to commence Spring 2025,with project completion by the end of August 2025.Resurfacing of the track and replacement of the press box is scheduled to occur during the same timeframe.Improvements to the athletic fields will begin this fall and likely will be completed in the spring of 2025. Photometric Analysis A photometric plan is provided as part of this submittal,however,no modifications to exterior lighting is scheduled to occur as part of the three aforementioned projects.
