Present: Deputy MayorDougherty, CouncilmembersJohnsonand Runk;City Administrator
Rife,Assistant City Administrator Pinski, Police Chief Hansen, City Attorney Sandstrom,and
City Engineer Mann.Absent: Mayor McComber and Councilmember Liljegren.
1.Call to Order: Deputy Mayor Doughertycalled the meeting to order at 5:00 p.m.
2.Well #3 Project:City Administrator Rife showed two color concepts to the City Council
for a wellhouse and asked for preference. The Council members preferred the darker
brick option. Rife reported that there was an upcoming water showdown to connect the
water main for the well to the existing main and that business owners in the area would
be notified. No action was taken.
3.PFAS Draft Future Press Release: City Administrator Rife provided a draft press
release for information onlythat would be released should the City exceed federal water
quality guidelines. Council was amenable to the language. No action was taken.
4.Lookout Watermain Property Owner Agreements:City Administrator Rife
reviewed the options for repairing the watermain. He said that staff was recommending
option 1 and would request approval of that option at the City Council meeting. No action
was taken.
5.Cryptocurrency Machines: City Attorney Sandstrom provided background information
and reported thatcities were taking one of two approaches: banning themachinesor
creating a registration process with regulations. Councilmember Johnson asked if the City
could create zoning regulations.City Attorney Sandstrom had some reservations about
that, specifically that it may imply that the vendor would have a vested right to be there.
Council requested the City Attorney prepare an ordinance for licensing and regulations.
No action was taken.
6.DNR Boat Launch Ribbon Cutting:Councilmember Dougherty suggested a ribbon
cutting be set prior to the next City Council meeting. City Administrator Rife said staff
would set it up for 5:30 p.m. on April 22.
7.Swager Park/Andersen Path Connection:City Administrator Rife reviewed two
options for a path connection from Swager Park to the parking lot for Andersen
Corporation. Councilmember Dougherty suggested a conversation with Andersen
Corporation may help determine which option they prefer, but thecouncil preferred the
option alongside the parking lot. Councilmember Runk asked if park dedication funds
private property. No action was taken.

8.Refuse and Recycling RFP:Assistant City Administrator Pinski reported that the
current contract for refuse and recycling collection would expire at the end of 2025. She
asked the City Council to provide direction on items that should be included in the
request for proposal. Council suggested an annual clean up day be included as an
alternate and an option for a longer contract term be added as an alternate. No action was
taken.
9.Joint Meeting of the City Council, Parks and Trails Commission, and Planning
Commission: Council postponed discussion on this item until the next Worksession. No
action was taken.
10.Adjournment:The meeting was adjourned at 5:50p.m.

I.Call to Order/Pledge of Allegiance/Approval of Agenda:Deputy Mayor Dougherty
called the meeting to order at 6:00p.m. Present: CouncilmembersJohnsonand Runk.
Staff present:City AdministratorRife, Police Chief Hansen,Assistant City
Administrator/City Clerk Pinski,Public Works Director Kegley, City Engineer Mann,
and City AttorneySandstrom.Absent:Mayor McComber and Councilmember Liljegren.
Councilmember Johnson,seconded by Councilmember Runk,moved to approve the
Agenda.Carried3-0.
II.Council/StaffReports:
A.Mayor McComber:Absent
B.Councilmember Dougherty:He reported he attended ribbon cuttings for Frontline
Roofing and Restoration and Bank of America.
C.Councilmember Johnson:She reportedthe Middle St. Croix Watershed
Management Organization meeting was set for that week, but she was unable to
attend so Councilmember Runk was going on her behalf.
D.Councilmember Liljegren:Absent
E.Councilmember Runk:He reported he would be attending the Convention and
Visitors Bureau meeting that week.
F.Staff:City Administrator Rife reported that the landscaping at Cover Park was
complete.
Police Chief Hansen reportedthat nerf wars had started with the high school
students, it was Severe Weather Awareness Week so they would be testing the
sirens, and the department was hosting a drug take-back event at City Hall on
April 26.
Assistant City Administrator Pinski reported that Mark Johnson of 5847 Oakgreen
Avenue North was chosen as the recycling award winner. She also reported that
Clean-up Day was set for May 17 from 8 am to noon, and Party in the Park was
set for June 5 from 4:30 pm to 6:30 pm.
III.Visitors/Public Comment:
A.Stillwater/Oak Park Heights Convention and Visitors Bureau (CVB) Annual
Report Presentation: Kelly Nygaard, President of Discover Stillwater provided a
presentation on events and marketing efforts.

A.Employee Handbook and Drug, Alcohol and Cannabis Testing Policy:
Councilmember Runk, seconded by Councilmember Johnson, moved to approve
theEmployee Handbook. Carried 3-0.Councilmember Johnson, seconded by
Councilmember Runk, moved to approve the Drug, Alcohol and Cannabis Testing
Policy. Carried 3-0.Councilmember Runk, seconded by Councilmember Johnson,
moved to repeal City Ordinance 203. Carried 3-0.
VII.NewBusiness:
A.Approve an Agreement with FER-PAL, an Agreement with the Owner of 6396
Lookout Trail and an Agreement with the Owner of 6400 Lookout Trail with the
Understanding that the City Administrator has the Discretion to Select and Move
Forward with the Agreement(s) Most Advantageous to the City:Councilmember
Johnson, seconded by Councilmember Runk, moved to approve an agreement
with FER-PAL up to $175,000. Carried 3-0.
B.Agreement for Managed Information Technology Services:Councilmember
Runk, seconded by Councilmember Johnson, moved to authorize staff to sign an
agreement for managed IT services with Computer Integration Technologies, Inc.,
pending favorable recommendations from references and subject to final attorney
review and approval of the Agreement.
VIII.Other Council Items or Announcements:None

ANORDINANCE REPEALING CHAPTER 203CODE OF ORDINANCES
OF THE CITY OF OAK PARK HEIGHTS
THE CITY COUNCIL OF THE CITY OF OAK PARK HEIGHTS, WASHINGTON COUNTY,
MINNESOTA, DOES ORDAIN:
Section 1. Repeal.That Chapter 203of the Code of Ordinances of the City of Oak
Park Heights is herebyrepealed in its entirety.
Section 2. Effective Date. This Ordinance shall be in full force and effectafterits
passage and publication according to law.
