RE: Oak Park Heights — Conditional Use Permit - Review for a Cannabis Retail

Dear Mr. Elmathil:
The City is in receipt of your application materials submitted on November 12, 2025, for
a Conditional Use Permit to allow a cannabis retail dispensary at 13999 60th Street
North. With this letter we are notifying you that the application is not complete. The City
may deem it complete with receipt of the following items by 8.00 AM November 24,
2025:
1. The City will need clarification on the holder of the preliminary license
approval from the Minnesota Office of Cannabis Management (OCM). We
require that the OCM approval has been granted to you as a representative of
HyMN LLC.
2. The City will need proof that the lease is the name of the applicant, HyMN
LLC.
3. A project narrative explaining your request. Discuss operations including
hours of operation, noise, odor, projected employees, customer transactions,
cash management, and a detailed security plan.
If the materials are submitted as requested above, the Planning Commission would
consider the application at a meeting scheduled for December 11, 2025, at 6:00 P.M. in
the City Hall Council chambers. If recommended by the Planning Commission that
evening, the City Council will review the application at their meeting scheduled for
January 13, 2025.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60 day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
