RE: Oak Park Heights — Conditional Use Permit for a Cannabis Retail Dispensary —
St Croix Cannabis Dispensary

Dear Mr. Zimmerman:
The City is in receipt of your application materials submitted on October 14, 2025, for a
Conditional Use Permit to allow a cannabis retail dispensary at 14303 60th Street North.
With this letter we are notifying you that the application is not complete. The City will
deem it complete with receipt of the following items by October 29, 2025:
1. Mailing labels from Washington County.
2. Indicate the dimensions of the building. From the plans provided, the
dimensions are not visible.
3. The access driveway and the parking lot pavement are not in good condition.
Please indicate what improvements will be made to the pavement.
4. Provide additional details on the vegetation that will be removed. The
vegetation along Oldfield Avenue provides screening to the neighborhood.
5. Provide site photos.
City Staff have reviewed your application and would like to invite you to a meeting to
discuss your request at 11:45 AM, October 29, 2025, at the Oak Park Heights City Hall.
If the materials are submitted as requested above, the Planning Commission would
consider the application at a meeting scheduled for November 13, 2025, at 6:00 P.M. in
the City Hall Council chambers. If recommended by the Planning Commission that
evening, the City Council will review the application at their meeting scheduled for
November 25, 2025.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60 day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
