Seconded by Mondor. Carried. Mr. Wallace of Northern States Power Co. reviewed the Allen S. King Plant operation. Advised that coal will be trucked into plant for winter use. Advised that the Fly Ash silo was completed and operational and requested a permit to operate silo and a permit for hauler to transport fly ash to slag area. A variety of complaints were discussed including traffic violations of drivers and overloading of trucks which resulted in spillage over the truck route. Sommerfeldt made motion to direct the Clerk to advise the hauler that the Police Dept. has been directed to issue citations for spillage and traffic violations immediately. Seconded by Johnson. Carried. Sommerfeldt moved to issue permit to Northern States Power Co. to operate Fly Ash silo / and to C. & P. Excavating to haul Fly Ash from the King plant to slag area in prescribed vehicles under the terms and conditions of the City Ordifance and State Traffic Laws. Seconded by Mondor. Carried. Torgerson made motion to adopt a resolution authorizing the installation of "Residential Parking" and "No Parking" on Pa ngmaAvenue in Washington County Court House building area. Seoonded by Sommerfeldt. Carried. Mondor moved to deposit Federal Revenue Sharing funds in "pass book savings account" in order to accumulate interest. Seconded by Sommerfeldt. Carried. Sommerfeldt made motion to request Northern States Power to install street lights on omaha in the area of V.F.W. and St. Croix Bowl and in Swagers 5th Addition per plan. Seconded by Torgerson. Carried. Sommerfeldt moved to start City Council meetings at 7:00 P.M. instead of 8:00 P.M. Seconded by Groth. Carried. Clerk advised that Mr. m. Robertson of Flood Plain Management Office of D.N.R. confirmed that there is no need for City of Oak Park Heights to participate in Flood Insurance Program at present time. Clerk sent copy of letter from Mr. Dougherty, MWCC, regarding increase in sewage flow to Mr. Bonestroo for review and response. Following correspondence was submitted 1) Letter from J.
