Dear Ms. Jackson:
The City is in receipt of your application materials submitted on December 22, 2025, for
a variance to allow a minor subdivision of one lot into two with setbacks and lot size not
meeting the requirements of Section 401.15.C.2 of the Zoning Ordinance, at 15055
Upper 63rd Street North. The variance would allow for two lots with lot widths of 67.8
feet and lot sizes of 9,145 square feet where a lot width of 80 feet and lot size of 10,400
square feet is required in the R-2 Low and Medium Density Residential District. With
this letter we are notifying you that the application is not complete. The City will deem it
complete with receipt of the following item by January 14, 2026:
1. A variance will also be required to allow for the two substandard lots. Please
submit additional fees of $150.00 for the variance and $500.00 for additional
escrow.
2. Provide mailing labels from Washington County for an area 500 feet from the
subject area boundaries.
3. Please clarify if the second lot will be developed as a house lot. There had been
previous discussions about selling the lot to the adjacent neighbor.
If all of the materials are provided, the Planning Commission would consider the
application at a meeting scheduled for February 12, 2026, at 6:00 P.M. in the City Hall
Council chambers. If recommended by the Planning Commission that evening, the City
Council will review the application at their meeting scheduled for February 24, 2026.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60 day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
