HomeMy WebLinkAbout09-05-22 w RESOLUTION 09 -05 -22 A RESOLUTION SUPPORT THE WASHINGTON COUNTY PUBLIC WORKS DEPARTMENT TO SOLICIT FEDERAL FUNDS FOR THE CONSTUCTION OF A PEDESTRIAN TUNNEL AT CSAH 24 (OSGOOD AVE.) & ENTRACE TO VALLEY VIEW PARK Whereas, the City of Oak Park Heights maintains an extensive grade - separated trail system throughout the breadth and width of the City with over 10,000 linear feet of trails, and; Whereas, an improved crossing of CSAH 24 (Osgood Ave.) east -west segment is needed and which is an improved crossing of CSAH 24 (Osgood Ave.) from Valley View Park to Brekke Park, and; Whereas, in 2008, the City petitioned Washington County for an at -grade crossing of CSAH 24 at Upper 55"' Street which was declined due to traffic volumes on such roadway, and; Whereas, at the time of such request, Washington County did commit to seek other grant opportunities to fund an alternative crossing of CSAH 24 so that the area trail systems can be effectively connected, and; Whereas at this time, Washington County Public Works Department is seeking a affirmative support from the City for a solicitation of Federal Funds to construction a tunnel under CSAH 24, adjacent to the Valley View Park entrance so as to provide a distinct and delineated crossing of the CSAH 24 and completing a vital east -west link in the City's Trail system. NOW, THEREFORE BE IT RESOLVED, that the City Council for the City of Oak Park Heights does support and encourage the actions of Washington County to proactively seek and solicit funds for this installation of a tunnel under CSAH 24 so as to provide a distinct and delineated crossing of CSAH 24. BE IT FURTHER RESOLVED, should grant funding become available from the 2009 Metropolitan Council - Regional Solicitation for a 2014 tunnel construction and should the project proceed, the City will provide $50,000 for actual construction costs of the tunnel.
