Call to Order:
Chair Liljegren called the meeting to order at 7:00 p.m. Present: Vice Chair Wasescha,
Commissioners LeRoux, Powell and Runk; City Administrator Johnson, City Planner Richards
and Commission Liaison Abrahamson.
Agenda Approval:
Commissioner Powell, seconded by Commissioner LeRoux, moved to approve the agenda as
presented. Carried 5 — 0.
Approve Minutes of May 10, 2007:
Commissioner Runk, seconded by Vice Chair Wasescha, moved to approve the Minutes as
presented. Carried 5 — 0.
Department /Commission Liaison & Other Reports: None.
Visitors /Public Comment: None.
Public Hearings:
A. Lowe's Home Improvement Center - Consider application for Conditional Use Permit
for outside storage at 5888 Nova Scotia Ave. N.
City Planner Richards reviewed the June 6, 2007 planning report relative to the request and
provided an issue analysis for the same and provided the Commission with a planning
recommendation, with conditions for their consideration.
Chair Liljegren opened the public hearing and invited public comment.
Scott McGee of Ozark Civil Engineering and Rob Fiebig of Lowe's Home Improvement Center
addressed the Commission as to the conditions of the planning report, responded to Commission
inquiry and discussed matters related to outside storage of appliances, delivery trucks, screening,
pallet stacking, berm and landscaping, R -O -W to Oakgreen Village development and additional
landscaping at R -O -W, outside storage ordinance requirements, site lines from various directions
and view from the same as to outside items, and the retention pond.
Commissioner Runk, seconded by Chair Powell, moved to close the public hearing. Carried 5 -
0.

Commissioner LeRoux, seconded by Chair Liljegren, moved to recommend City Council
approval of the request for a conditional use permit, subject to the following conditions:
All outdoor storage of truck trailers, box trucks and flat bed trucks shall be within the
areas indicated in the site plan dated June 4, 2007. No more than two truck trailers and a
total of three delivery trucks shall be stored at one time.
2. The berming, landscape and fencing plans shall be subject to review and approval of the
City Engineer, City Arborist and City Planner.
No merchandise or storage items shall be stored above the garden center fence on the
west side of the building.
4. Merchandise within the fenced storage area on the southeast side of the building shall be
screened so that it is not visible from Nova Scotia Avenue. The applicant shall provide a
screening plan subject to review and approval of the City Planner.
Carried 5 — 0.
New Business:
A. Menard, Inc. — Site Plan/Design Guideline Review for Garden Center Exterior Design
Changes to entry and addition of bi -fold doors at 5800 Krueger Lane, N.
City Planner Richards reviewed the June 6, 2007 planning report relative to the request and
provided an issue analysis and discussed the same, and provided the Commission with a planning
recommendation, with conditions for their consideration.
Commission discussion ensued as to the unscreened electrical box and low fence at 58 St. N.
that does not adequately screen that portion of the site, potential development to the west and
north side of Menards and creation of a trail or trails for pedestrian travel among the
developments, trail /sidewalk location possibilities and placement of a crosswalk at 58`" St., and
City comprehensive plan aspects for parks and trail planning to the area.
Scott Nuttleman of Menard, Inc. addressed the conditions of the planning report and comments
amending them by the Commission. He noted that he didn't think the condition regarding
screening of the S. side would be a problem but that he couldn't see a way to make changes to
the screening at the electrical box and that adding additional height to the existing fence at 58"'
St., sidewalk/trail requirement were a bit excessive requirements to attached to their request to
alter the store exterior at the garden center and entry.

Mr. Nuttleman noted that if it becomes cost prohibitive to make the changes as a result of
additional requirements, it is likely to not occur. Scott addressed Commissioner Wasescha's
suggestion for lowering the green overhang panel to the roof line for the bi -fold and overhead
doors on the garden center's west elevation. He stated that he would look into the possibility of
having this done.
Commission discussion continued as to screening of the storage area facing east and visible from
58 t1i St. N., trails /sidewalks and the manner in which they would be facilitated for location,
construction and cost. Mr. Nuttleman suggested that they weren't necessarily opposed to a
sidewalk or trail, but felt it excessive based on the nature of their request and felt that such
placement should be put on the incoming developer(s).
Commissioner Runk, seconded by Commissioner Powell, moved to recommend City Council
approval, subject to the following conditions:
1, All changes to the sidewalk, crosswalk and addition of the bollards are subject to review
and approval of the City Engineer.
2. The green overhang panels shall be installed above the door hinges to the roof line for the
bi -fold and overhead doors on the west elevation of the garden center.
Green overhang panels shall be added on the south elevation to cover existing storage
racks, resulting in a consistent overhang on the facade.
4. The Planning Commission recommends that eight foot bituminous trails should be added
on the west side of Krueger Lane and on the north side of 58 t1i Street, adjacent to
Menards. Menards shall agree to pay for trail installation for the area adjacent to their
frontages and at the discretion of the City Council.
The garden center lights under the canopy shall be shielded to full cut off. Plans for
shielding the lights shall be subject to review and approval of City staff.
6. Menards shall provide a plan for screening the materials storage area that faces east and is
visible from 58"' St. N., subject to review and approval of the City Council and City staff.
Carried 5 — 0.
Commissioner Runk noted the need for a cross- connection at Hwy. 5 to connect the two existing
trails. Discussion ensued as to this situation.
