HomeMy WebLinkAbout10-10-2002 Minutes' CITY OF OAK PARK HEIGHTS PLANNING COMMISSION MEETING MINUTES Thursday, October 10, 2002 Call To Order Chair Vogt called the meeting to order at 7:03 p.m. Present: Commissioners Dwyer, Powell and Runk; Community Development Director Danielson, City Planner Richards, and Council Liaison McComber. Absent: Commissioner Lilj egren. Approval of Agenda Commissioner Powell, seconded by Commissioner Dwyer, moved to approve the Agenda as presented. Carried 4 -0. Approve Planning Commission Minutes: Commissioner Runk, seconded by Commissioner Dwyer, moved to approve the minutes of September 12, 2002 as amended. Carried 3 -0 -1; Chair Vogt abstained. Department /Commission Liaison Reports Hwy. 36 Partnership Study Mary McComber reported on the recent meeting of the partnership committee and noted that they reviewed the design concepts and have narrowed their review to a couple design options. The committee is scheduled to meet again on October 30th. 2. Other Commission / Liaison Reports: None. Visitors /Public Comment None. Public Hearings Continued - Renton Homes To consider a request for planned unit development: concept plan, general plan and site plan review for 9 unit housing development at Oakgreen Ave. N. Community Development Director Danielson informed the Commission of the applicant's request for continuance as they were awaiting information requested by the City. Chair Vogt opened the hearing for public comment. There being no visitors to the hearing, Chair Vogt called for a motion. Commissioner Dwyer, seconded by Commissioner Powell, moved to continue the public hearing to the December meeting of the Planning Commission. Carried 4 -0. 2. Valley Sr. Services Alliance To consider a request for preliminary and final plat approval for construction of 8 townhome units in four duplex buildings located at Nolan Ave. N. City Planner Richards provided an overview of the project and reviewed the planning report regarding the same, noting that the concept plan had received City Council approval. Ken Hooge - Valley Senior Service Alliance introduced himself and made himself available for questions and discussed building location and street access. Commissioner Runk, seconded by Commissioner Dwyer, moved to close the public hearing. Carried 4 -0. Commission discussion ensued as to wetland issues and requirements. Todd Erickson - Project Engineer discussed issues related to design and run off and stated that they have met with the watershed district and will be meeting all of their requirements. Commissioner Runk, seconded by Chair Vogt moved to recommend City Council approval, subject to the following conditions: 1. The applicant shall fully comply with the conditions of the amended Concept Plan /General Plan approval by City Council on September 24, 2002. 2. The preliminary/ final plat is revised to provide the necessary right -of -way for the future road to the Environmental Learning Center. Provision for the timing of construction of this roadway and cost responsibility shall be included within an amended development contract. 3. The City Attorney, Parks Commission and City Council should comment on the park dedication requirements for this development. 4. All grading and drainage plans and all easements are subject to review and approval of the City Engineer. 5. An amended development contract shall be entered into between the City and the applicant. Carried 4 -0. 3. Continued - Valley_ Sr. Services Alliance: To consider a request for planned unit development: concept plan for Phase II, Boutwell's Landing, known as McKean Square West, located south of Norwich Pkwy. N. and east of Nolan Ave. N. City Planner Richards provided an overview of the project, noting that changes made to the original plan were minimal and described them in detail. Richards reviewed the planning report for the request and discussed the conditions noted within the same. Chair Vogt opened the hearing for public comment. Kirk Willett - Project Architect introduced himself, stated that they were in agreement with the planning report and answered questions regarding the ten -foot setback, noting that the General Plan should clarify the situation. Planning Commission Minutes October 10, 2002 Page 3 of 4 Discussion commenced as to building design, garage design and carbon monoxide monitoring, and the layout of parking for visitors to residents of the proposed units. Commissioner Runk, seconded by Chair Vogt, moved to close the public hearing. Carried 4 -0. Discussion ensued as to process requirements if approved, Park Commission recommendations, manner of dealing with modifications in creation of detailed final plan, specifics of planning report conditions, sidewalks and tree preservation. Commissioner Vogt, seconded by Commissioner Powell moved to recommend City Council approval, subject to the following conditions: The subject area is to be rezoned from O, Open Space Conservation to PUD, Planned Unit Development as part of the general plan of development approval. 2. The applicants shall submit a preliminary/ final plat for approval as part of the general plan of development process. 3. The general plan of development will address relocation of the historic school and construction of a church within the development. The buildings would need to be compliant with Uniform Building Code standards and all accessibility requirements based upon proposed occupancy. 4. The City Engineer shall review and approve street and right -of -way widths and placement for the proposed development as part of the preliminary plat approval. The Police Chief and Fire Chief should comment on any safety vehicle access issues of the public roadways and private driveway access. 5. All street, utility and drainage easements dedicated for the project shall be subject to review and approval of the City Engineer. 6. The curb line of Nolan Parkway should be placed at least 10 feet from the east property line adjacent to Baytown Township. The issues related to Baytown Township access and preservation of trees shall be addressed as part of general plan of development review. 7. All buildings in the development shall maintain at least a 20 -foot setback from the curb line of the street network. 8. The driveway for the 10 unit dwelling and parking spaces shall maintain at least a 10 -foot setback from property lines or public sidewalks within the development. 9. The City shall calculate the park dedication based upon current ordinance standards. Park dedication issues shall be addressed as part of the development agreement. 10. The applicants shall submit detailed plans, as required by the City, as part of the general plan of development review in compliance with all requirements of the Zoning Ordinance and Subdivision Ordinance. Detailed grading and drainage plans, as required by the City Engineer, shall be submitted as part of general plan of development review, subject to review and approval of the City Engineer and applicable watershed authority. 12. Detailed utility plans, as required by the City Engineer, shall be submitted subject to review and approval of the City Engineer. 13. The Parks Commission and City Council should comment on specific trail and sidewalk locations and dimensions. Revised plans based upon those recommendations shall be incorporated as part of the general plan of development plans. 14. VSSA shall be required to dedicate all necessary right -of -way and easements as required by the City and approved by the City Council. 15. The applicant enter into a development contract with the City specifying conditions of approval subject to review and approval of the City Attorney and City Council. 16. Any other conditions of City staff, Planning Commission, Parks Commission, and City Council. Carried 4 -0. 4. Continued - 401 Ordinance Amendment: To consider amendment to City of Oak Park Heights Ordinance 401 as it pertains to signage. City Planner Richards noted that a worksession to address related issued was scheduled for October 17th at 6:00 p.m. and that after that time he hoped to be able to provide a final draft of the ordinance for the Commission to review. Commissioner Dwyer, seconded by Commissioner Runk moved to continue the public hearing to the December meeting of the Planning Commission. Carried 4 -0. New Business None. Old Business None. Informational/ Update Council Liaison McComber provided information regarding right -of -way issue with respect to the proposed Renton Homes project. Adjournment Commissioner Powell, seconded by Commissioner Runk, moved to adjourn at 7:52 p.m. Carried 4 -0.
