HomeMy WebLinkAbout05-20-1999 Minutesip_ CITY OF OAK PARK HEIGHTS PLANNING COMMISSION MINUTES, MAY 20, 1999 Call To Order Chair Hedlund called the meeting to order at 7:00 p.m. Present: Commissioners Dahlquist, ;Schultz, Vogt and Wasescha. Staff Present: City Planner Richards, Community Development Director Danielson, and Community Development Secretary Hultman. Approval of Agenda Agenda approved with additions to Information /Update: D. Planning Commission Applicant and E. Commission Storage Area. Approval of Minutes Commissioner Dahlquist, seconded by Schultz, moved to approve the Minutes of April 15, 1999 as amended. Carried 5 -0. Commissioner Wasescha, seconded by Dahlquist, moved to approve the Minutes of May 10, 1999 as amended. Carried 5 -0. Visitors David Beaudet, Councilmember; Mark Brouwer, Stillwater Evening Gazette; Donna dray, 14812 58` St. N., #3D; and Pam Patrick, 15365 58" St. N. Old Business None. New Business A. Review of maps and information for Lower Oak Park Heights Land Use and Zoning Stud City Planner Richards provided a brief history of the area and the reports compiled regarding the same. He noted that a number of the reports, dating back to the 1970's emphasized planning to preserve neighborhood qualities in the area. Pam Patrick of 15365 58` St., N. addressed the Commission. She stated that the neighborhood would prefer single family zoning classification and that a petition has been circulating in support of the zoning. General discussion ensued as to existing structures which would be non - conforming with zoning change, potential impact to the neighborhood from future alterations to Hwy. 95, and comprehensive plan issues as they related to the Lower Oak Park Heights neighborhood. Chair Hedlund suggested that the petition be presented to the City Council for their review and referral to the Planning Commission. Community Director Danielson suggested that a graphical approach to the situation be taken over the course of the next few Planning Commission meetings to assure adequate review of the area. The following schedule of monthly discussion issues was established. It was noted that these discussions could serve as a potential forum for the neighborhood. June 17, 1999 Lower Oak Park Heights potential re- zoning issue. July 15, 1999 Proposed industrial site discussion. August 19, 1999 East of Stagecoach Trail,N. 2 B. Revisions to Comprehensive Plan to Satisfy Metropolitan Council revie City Planner Richards reviewed revisions made to the Comprehensive Plan to satisfy the questions received from Metropolitan Council for final review. Richards will be re- submit plan to Metropolitan Council for further review. A public hearing regarding changes made to the plan will be held June 17, 1999 at 7:00 p.m. C. Review of Central Business District Design Workshop Community Development Director Danielson provided the Commission with an overview of the concepts generated at the workshop b B.R.W., noting the focal points, layout and composition of each. She noted that the City anticipated receiving B.R.W.'s final report on May 21, 1999 and that the City would continue working with the Central Business District Partners on this plan. Richards noted that zoning will have to be addressed for the area to allow for design flexibilit Commissioner Dahl noted his attendance at the workshop and noted that the designs submitted stimulate thinking and expressed that the City may be better off working toward a coordinated effort for the district rather than going piece meal with development of the area. D. Review Site Plan Review Procedural Policy Discussion was held as to whether or not the Planning Commission needed to review site plans for projects that were within the City's established criteria. It was noted that a change in current policy would require language changes to the Zoning Ordinance and to the City's Design Guidelines. Councilmember Beaudet expressed that he felt the system in place was adequate as it rarely occurred that the Commission should be asked to review a site plan that is in compliance with the established criteria. Commissioner Vogt, seconded by Schultz, moved to recommend to the City Council that site plans not requiring a Conditional Use Permit or a Variance be addressed by the City Council. Motion failed. 2 -3. Dahlquist, Hedlund and Wasescha opposed. Commissioner Dahlquist indicated that he was not comfortable with the motion, and expressed along with Chair Hedlund that the situation should be addressed in the future if it becomes an issue or if a directive is received from the Council. Informational /Update A. City Council /Commission meeting follow -up Agenda Receipt acknowledged, Community Director Danielson noted that the Parks Commission made a recommendation, to the City Council, regarding their bylaws. She noted the absenteeism language and further noted that she is going to recommend that the language of the bylaws be the same for both the Planning and Parks Commissions. B. Annual Party in the Park A memo regarding upcoming event was acknowledged. C. Commission Attendance An updated attendance record was acknowledged. D. Planning Commission Applicant(,) Community Development Director Danielson noted that applications will be reviewed by the City Council at its June workshop. Couneilmember Beaudet invited the Commission members to partake in the review process. E. Commission Storage Area Community Development Director Danielson acknowledge the request of Commissioner Vogt for a storage area at City Hall for the Commissioner to keep items related to the Planning Commission. She noted that she would look into location possibilities for this. Commissioner Schultz, having elected not to seek re- appointment to his term, was given a warm send off from the Commission and was presented with a Certificate of Appreciation.
