Start: Fri 5/21/2010 9:30 AM End: Fri 5/21/2010 10:00 AM Recurrence: (none) 1 2) Quality Buildings in all zoning districts shall maintain a high ,A/ stan•and of architectural and aesthetic compatibility with surrounding properties to ensure that they will not adversely impact the property y O values of the abutting properties or adversely impact the public health, safety, and general welfare. 3) Finishes. Exterior building finishes shall consist of materials comparable in grade and quality to the following: a) Brick. b) Natural stone. c) Decorative concrete block. d) Cast in place painted concrete or pre-cast painted concrete panels. e) Wood, provided the surfaces are finished for exterior use and wood of proven exterior durability is used, such as cedar, redwood, cypress. f) Curtain wall panels of steel, fiberglass and aluminum (non- structural, non-load bearing), provided such panels are factory fabricated and finished with a durable non-fade surface and their fasteners are of a corrosion resistant design. g) Glass curtain wall panels. h) Stucco. i) Vinyl. j) Other materials as determined by the City Building Official but not including galvanized or unfinished metal. 4) Pole Buildings. Except for farming operations, pole buildings shall not be allowed as a principal building or structure, except in highly unique or special cases as may be allowed by a conditional use permit. b. Business and Industrial Uses and Zoning Districts. 1,161) For all uses within the B-1, B-2, B-3, and B-4 Zoning Districts, any exposed metal or fiberglass finish on all buildings shall be limited to no more than fifty (50) percent of any one wall. Any metal finish utilized in the building shall be a minimum of twenty-six (26) gauge steel. The roof slope shall be limited to a minimum of one (1) in twelve (12) slope. 2) In the B-W and I Zoning Districts, all buildings constructed of curtain wall panels of finished steel, aluminum or fiberglass shall be required to be faced with brick, wood, stone, architectural concrete cast in place, or pre-cast, painted or finished concrete panels on wall surfaces abutting a public right-of-way , residential uses, or public 15-19 D. "City Council" means the City Council of the City of Oak Park Heights, Minnesota. 1109.03 Public Nuisances Affecting Health, Safety. Comfort or Repose. The following are hereby declared to be public nuisances affecting health, safety, comfort, or repose: A. All decayed or unwholesome food offered for sale to the public; B. All diseased animals running at large; C. Milk which is produced by cows which have not been tested and found free of tuberculosis within the year previous to the offering of such milk for sale to the public; D. Carcasses of animals not buried or destroyed within twenty-four(24) hours after death; E. Accumulations of manure and rubbish; F. Privy vaults and garbage cans which are not fly-tight; G. Dumping the contents of any cesspool,privy vault, or garbage can except at places authorized by law or allowing any cesspool or individual sewage disposal system to overflow in any manner; H. All noxious weeds,tall grasses, and other rank growths; the word "weeds" shall be construed to mean and include all noxious weeds as defined by the Statutes of the State of Minnesota and all such useless and troublesome plants as are commonly known as weeds to the general public. All grasses growing to a height greater than six (6) inches upon any lot or parcel of land within the platted portions of the City of Oak Park Heights are hereby declared to be a nuisance; I. Box 2007 • Oak Park Heights, MN 55082 - 2007 • Phone: 651 /439 -4439 • Fax: 651/439 -0574 Dear Mr. Heffron, Driving by your home I noticed that alterations have been made to the deck on the west side of your home. The deck no longer has a guard rail which is required by the MN State Building Code because the structure is greater than 30 inches above grade. This violation needs to be addressed immediately by closing off the stairway to the deck. Please note that a building permit is required for the construction of the guard rail, and the City does have a handout on deck construction that may be of some assistance to you in the construction of the guard to ensure compliance tb the building code. This guard rail is required to be installed no later than August 1, 2010, but until constructed, access to the stairs from the upper deck shall be closed off so as not to permit access to the lower deck. I also noticed the following violations to the City's Zoning and Building Codes: 1) The yard was not completely mowed and had weeds growing that were greater than six inches in height. These areas should be cut and properly maintained through the summer season. 2) Several piles of yard debris and branches existed and should be removed. 3) I notice a broken window that was sealed off with a black plastic bag.
