This memo summarizes a review of the information submitted by the developer's engineer for the Kohl's
Development. The current proposal is to direct drainage from the Kohl's Development southwest to the
existing dry pond behind veal -Mart. The pond would be expanded to accommodate the additional drainage
area. The pond then drains south into the Boutwell's Landing project.
This review assumed that no changes in pond HWL's are allowed in the Boutwells Landing Ponds. In
order to achieve this goal, approximately 11.6 acre -feet of flood storage is required. Based on the
developer's submittal, the proposed pond has 12.6 acre-feet of flood storage between elevations 946 and
944. The developer has also proposed lowering the NWL of the pond to provide additional storage. This
would be preferable to keep the HWL of the pond a minimum of 2 feet below the adjacent roadway. As
drawn, if the NWL is dropped to a lower elevation, the proposed pond meets flood control storage
requirements.
The required outlet would be an 8" orifice. Downstream ponds will see no changes in HWL's and
discharge rates with the 8" orifice outlet. No significant changes in bounce duration will occur with the
outlet restriction.
A review of the infiltration rates used in the developer's analysis indicates an assumed infiltration rate of 1.3
inches per hour. This rate is most likely unrealistic. The BCWD used 0.25 inches /hour in the nearby Kern
Center Pond, with similar soils. Other sources suggest an infiltration rate of 0.25 inches per hour for use in
infiltration basins in Type B soils.
In order to draw down the required volume in 72 hours with an infiltration rate of 0.25 inches per hour, the
pond bottom should have an area of approximately 2.9 acres. As drawn, the pond has 2.6 acres at the
NWL. The pond will likely need to be slightly increased in size to meet BCWD rules.

RE: oak Park Heights Development
The Kohl's development in oak Park Heights had a recent traffic analysis completed by R.EI.
That analysis showed the trip generation, trip distribution, and the roadway network both within
and around the site. Based upon on review of that analysis, we offer the following comments:
The Institute of Transportation Engineers (ITE) publication `Trip Generation' is recognized
as an industry standard for estimating traffic generated by different developments. Based
upon developments of this size and nature, the daily and pm peak hour volumes presented are
consistent with traffic estimated using the ITE generation rates. In addition, the pass-
by/multi-trip of 20 percent is acceptable based upon past experience with this type of
development.
The trip distribution presented is also reasonable with the majority of traffic to/from Trunk
Highway (TH) 36 and smaller percentages to/from local roadways.
The internal roads will be well served by pro osed Novak Avenue, the north -south

connection between 60 t �' Street North and 58 Street North. The site would be further best
served by an east --west connection between Norell Avenue North and oakgreen Avenue
North. These internal connections will allow easy travel between developments, allow more
options for entering and exiting the site, and keep internal trips off the main roadways.
One concern regarding the roads around the site is the limited distance between the TH 36
and 60"' Street intersections with Norrell Avenue and TH 36 and 60 Street intersections
with oakgreen Avenue. As traffic volumes continue to increase in this area, northbound
vehicle queues at the TH 36 intersections could back up into the 60 Street intersections. It
would be desirable to shift the 60 Street intersections with Norrell and oakgreen Avenues
south to maximize the distance to the TH 36 intersections. (MnDOT is aware of traffic
issues at these intersections as part of their TH 36 corridor study(s) and have developed
several possible alternatives to help alleviate existing and proposed traffic volumes utilizing
the frontage roads and roadways crossing TH 36).
