A RESOLUTION ESTABLISHING FINDINGS OF FACT AND
RECOMMENDING TO THE CITY COUNCIUL THAT THE
REQUEST BY AMIERICINN FOR A VARIANCE TO ALLOW
TWO WALL SIGNS AT 13025 60' STREET NORTH
BE APPROVED WITH CONDITIONS,
AREAS, the City of oak Park Heights has refired a request from

BACKGROUND
Americinn, located at 1 3025 60th. Street N within Oak Park Heights has made
app lication - for a s v da c regarding additional wall sign , o th oast side of the
existing buildings' tower. When built, the Amorioinn was approved for one monument
sign and one wall sign, How the building was built with two gall signs, both
located in the upper tower area. City ordinance allows for a maximum of one wall sign
not to ex ceed a total of 150 squa feet. Americinn is required to obtain a variance in
order* to keep two grail signs and hardship must be demonstrated to warrant such a
variance.

the granfing of sign variances. The criteria and analysis for the Americinn request is as
follows:
That particular physical surroundings, shape or topographical c ndltl 'ores of the
specific parcel of land involved eyis.
2. That the condition involved is unique to the particular parcel of land involved,
3. That the purpose cf the variation is not based exoluslveiy upon a desire to
increase the value of income -potenfial'of the business involved.
4. That the allegod difficulty or hardWp is caused by this ordinance and has not
been created by any persons presently having an interest In the parcel.
5. That the granting of the variation will not be detrimental to the public welfare or
injurious to other land or improvements in the neighborhood.
6. That the proposed variation will not impair an adequate supply of light and air to
adjacent property, or substantially increase the c ongestion of the public streets or
interfere with the functlo.n of the police and fire dep artments of the City.
The applicants have indicated that the existing topography of the area limits the visibility
of their mo el. Existing road elev dons make Alt 61ficult to see from thdwest.' East and
north facing signs on the tower are required to properly identify the bushes' from
Highway 3.
Staff finds that the additional v all sign is justifiable, This additional sign provides for
better visibility from the road, The overall amount of wall slgnage, even with the
proposed gall sign, will be less than the 150 square feet allowed In total gall szgnage for
this property. The revised sign ordinance, as currently drafted and being reviewed by
the Planning Commission, would allow for multiple wall signs for a business such as
Americinn.
RECOMMENDATION AND CONCLUSION
City staff recommends that a variance be granted to allow for a second wall sign an the
east side of the Americlnn at 13025 60th Street N. Approval of the request is based on
the following findings:
'l The existing topography of the site and surrounding properties limit the visibility
of the motel from Highway 36. '
2. The lack of visibility of the structure and signs is unique to this parcel o f land.

the surrounding area.
Approval of the request is conditioned on the following:
I. One backlit box wall sign, not to exceed 30 square feet, shall be allowed on the
east elevation of the AmericInn building.
2. Any other conditions of the Planning Commission, city Council and city staff.
