We have received the As Built Certificate of Survey and staff has review the document.
The following conditions exist;
1) elu s Postle r, City Engineer, h as reviewed and signed off for the grading and
drainage contours.
2 Jay Johnson, City Public Works Director, has reviewed the survey and site for
compliance. Jay has noted changes in the location of water lines and noted the
location of the water valves.
The City Arborist should check the plantings and landscape for compliance to the
developers agreement.
4) My review of the survey and site includes:

app lication for a sign variance regarding additional wall sign on the east side of the
existing bu ildings' tower. When built, the Ar ericInn was approved for one monument
ent
sign and one wail sign, However, the building was built with two wall signs, both
located i the upper tower area. City ordinance allows for a maximum of one wall sign
not to exceed a total of 5o square feet. Americlnn is required to obtain a variance in
order to keep two wall signs and hardship must b der cnstr ted to warrant such
var iance.

ISSUES ANALYSIS
Existing Site Sigrtage,
Variance Criteria, Section 401.15.G, 11 of the Zoni ng Ordinance specifies criteria for
the granting of sign variances. The criteria and analysis for the A mericInn request is as
f oll ows :
That particular p hysicai surroundings, shape or topographical conditions of the
specific parcei of lard i exist
2. That the condition involved is unique to the particular parcel o f land Involved.
3. That the purpose o the variation is not based exclusively upon a desire to
increase the value o f income -potential of the business involved.
4 . That the alleged difficulty or hardship is caused by this ordinance and has not
been created by any persons presently having an interest in the parcel.
�. That the granting of the variation will not be detrimental to the public welfare or
injurious to other lead or improvements in the neighborhood.
That the proposed variation will not im an adequate s of light and air to
adjacent property, or substantially 'increase the congestion of the public streets or
interfere with the function of the police and fire departments of the City.
The applicants have indicated that the existing topography of the area limits the visibility
of their motel. Existing road elevations make it difficult to see from the Brost. East and
north facing signs on the tower are required to properly identify the business from
H igh way S .
Staff finds that the additional gall sign is justifiable. This additional sign provides for
better visibility from the road. The overall amount of wall slgnaga even with the
proposed wall sign, will be loss than the 150 square feet allowed in total wall signage for
this property. The r evised sign ordinance, as currently drafted and being reviewed by
the Planning Commission, would ld alloy for multiple wall signs for a business such as
Are ricInn.
RECOMMENDATION AND CONCLUSIO
City staff recommends that a variance be granted to allow for a second wall sign on the
oast side of the AmericInn at 1 3025 both Street N App roval of the request is based on
the following findings:

2. The lack of visibility of the structure and signs is unique to this p arcel of lard.
