As per your request, I have researched issues related to Design lgn Guidelines approval
and parking for the A rnericInn Motel and Suites project in Oak Park Heights. This is
related to the approval for a sign variance that will be considered by the city council at
their October 8, 2002 meeting.
Design Guidelines. The planning report dated August 11 , 1 999 included discussion
related to the non-compliance of the motel structure to the Design Guidelines. The
planning report recommended a the Planning Commission agreed that the north and
east facades would reed to be redesigned to utilize three forms of Grade I materials
and Grade 1 and 2 materials must represent at least 65 percent of the respective
facades. Grade 1 materials consist of brick, glass, natural store, masonry stucco,
copper panels, and ceramic or terra cotta. Prior to City council approvals the hotel
developers submitted reprised plans (dated August 19, 933) that significantly increased
the amount of brick on the north and east facades. Additionally, the plans included the
use of a 12 inch store band on the facades. With this plan, the Design Guidelines were
satisfied in that three Grade 1 materials (brick, glass and stone) were used on the
facades and the percentage of Grade 1 materials was approximately 70 percent for
each facade.
Parking. The site plan for the hotel went through a number of revisions before
approval by the City Council at their October 26, 1333 meeting, The requirement for
parking remained the same through the review process. The motel, with 53 units,
requires a total of 60 parking spaces. The final site plan, approved by the city council,
incorporated parking in the front (south facade) of the structure and included a total of
parking spaces. I have verified the number of constructed parking stalls on site at 61
spaces.

This Exhibit is incorporated by reference into the terms and conditions
of the Development ,agreement
I. The north and east facades are revised to utilize three forms of Grade I materials
and Grade I and Grade 11 materials must represent at least 65 percent of'the respective facades.
2. The parking islands and landscape plans are revised as illustrated on Exhibit C----)",
subject to further review and approval of the City Arborist.
Additional landscaping is provided at the southwest corner of the property.
4. The site plan is revised in consideration of'the revised landscaping to provide a.
total of 1 off- street parking stalls.
5. An enclosure is provided for the exterior trash container, subject to review and
approval of the City Building Official.
6. The freestanding sign shall be redesigned to conform_ to the Design Guidelines and
a monument sign is suggested instead o the proposed pylon sign.
7. All grading, drainage and utility plans are subject to preview and approval of the
City Engineer,
The applicant shall enter into a. development contract with the City and post all
required securities, subject to review and approval of the City Engineer and City Attomey.
9. The applicant shall receive approval from MnDOT and the City Engineer fbr the
proposed access to 0 "' Street.

easements and shall be subject to the review and approval of the City Engineer.
