Discussion ensued as to the need for a special meetin le aspects involved with the
extension re timeliness and g eneral options for proceedin Commissioner
Dw expressed his desire to see material, prior to next meetin if si chan
to the site plan were made.
Chair Vo moved that a Ma 23rd. special meetin not be scheduled and to recommend
that the Cit Council approve re for 31 --da extension.
Discussion continued as to when information from the applicant would be available to
staff for review.
Ken Hooge of Sr. Housing Partners addressed the Commission and advised them that
the were tr to move the project ahead as rapidl as possible. He noted that
chan to the site plan are not drasticall different but noticeabl better in meetin
the g oals and g uidelines as established b the Cit of Oak Park Hei He added that
a concentrated effort has been made to improve the town-home area, with
modifications to buildin desi and confi
Chair Vo elected to withdraw his earlier motion as a result of discussion followin the
same.
Brief discussion ensued as to the timin for coordination of meetin materials
submission deadlines, staff review and availabilit for commission distribution.
Commissioner Vo seconded b Commissioner Dw moved to recommend that the
Cit Council g rant re for 31 -da extension to applicants for Mckean S West,
Oak Villa Townhomes, Oak Villa Villas and Oak Villa
Apartments applications. Carried 4-0.
Commissioner Runk, seconded b Commissioner Dw moved to recommend the
schedulin of an additional Plannin Commission for 71-.00 p.m., June 3, 2002 at the
Oak Park Hei Cit Council Chamber for continued discussion of the Mckean
S West, Oak Villa Townhomes, Oak Villa Villas and Oak
Villa Apartments applications. Carried 4-0.
Public Hearings:
A. Aipplebee's. To consider re for si variance and site plan review for
vestibule addition at 13625 both St. N.
Cit Planner Richards provided an overview of the applicant's re and a summar
of his report re the same.
Chair Vo opened the hearin for public comment at 7:35 p.m.

convenient that prompted their re He added that the have no problem with
meetin the criteria established b Arborist Widin.

Commissioner Runk, seconded by Commissioner Dwyer, moved to close the public
hearing at 7:41 p.m. Carried 4-0.
Commissioner Runk, seconded by Chair Vogt, moved to recommend that the City
Council approve the applicant's request for sign variance and site plan review, subject
to the conditions within the April 25, 2002 City Planner's report, as follows:
1. one additional wall mounted sign not to exceed 10 square feet and to be allowed
on the east elevation of the Applebee's Restaurant.
2. The sign shall be illuminated during regular business hours and must be turned
off after 1 :00 a.m.
3. The neon sign shall not flash or rotate in any manner.
4. Landscaping and screening shall be subject to the review and approval of the
City Arborist.
5. Any other conditions of the Planning Commission, City Council, and City staff.
Carried 4-0.
B. 401 Ordinance Amendment*. To consider amendment to City of oak Park Heights
Ordinance 401 as it pertains to signage.
Chair Vogt summarized the history of the issues. city Planner Richards asked the
Commission for direction on how they would like to proceed with public hearing and
ordinance draft.
Chair Vogt opened the public hearing for comment at 7:42 p.m. There being no visitors
for public comment, Commissioner Runk, seconded by commissioner Powell, :moved to
continue the public hearing to the next meeting of the Planning Commission. Carried
4-0.
City Planner Richards referenced the City of Burnsville sign ordinance, noting that the
structure of the ordinance itself was very good, as was many of the ordinance
provisions.
Chair Vogt asked for comment on the ordinance structure and procedure for moving
forward to address the issue of possible amendment. Commission discussion ensued
as to proposed changes, desire to see a draft of oak Park Heights ordinance to review,
and format style of draft for review.
Commissioner Runk, seconded by Commissioner Dwyer, moved to request that a draft
proposal be prepared for the Commissions review prior to their meeting of June 13,
2002. Carried 4 -0.
