PLANNING COMMISSION MEETING MINUTES
Thursda Januar 10, 2002
Call -Toorder: Chair Vo called the meetin to order at 7:00, p.m. Present:
Commissioners Dwver, Li1je Powell and Runk- Communit Development Director
Danielson, Cit Planner Richards and Council Liaison McComber.

Plannin commissioner, appointed b the City Council to fill the term of ou tgoing
Commissioner Chuck Hedlund. Chair Vo also extended thanks to the Cit staLff Whc)
has worked, supported and assisted the Commission over the past y ear.
Approval of Aiz - : Commissioner Dw seconded b Commissioner Runk, moved to
approve the A with the addition of Land Use Overview to New Business and
Government Trainin to Information al. Carried 5-0.
Approval of December 13, 2001 Minutes: Commissioner Runk seconded b
Comrmssioner Powell, moved to approve the minutes as amended. Carried 5-0.

A. Continued - Mon n ar l Hom To consider re for site plan review and
planned unit development: concept plan for 9 unit office complex at 13481 60 St ,
N.
Communit Development Director Danielson informed the Commission that
correspondence was received from the applicant, re a continuance to Februar in
order to permit them to continue workin with Ea Aerie #94 on mutual parkin and
propert issues.
Commissioner Dw seconded b Commissioner Runk, moved to continue the public
hearin to Februar 2002. Carried 5-0.
B. Arb To consider a re for si variance at 5909 Neal Ave. N.

*t Planner Richards pro *ded an over clew of the applicant's re for a i
variance to add one reader board to the south wall of the restaurant. He noted that
the business received a conditional use permit from the Cit in 1998, which included a
si variance.
Richards reviewed his report anal of the existin site si the proposed si
variance criteria and provided recommendation to the commission for their
consideration.
Chair Vo opened the hearin for public comment at 7:11 p.m.

A representative from Slgncrafters, the applicant, was present. Sign crafters does work
for Arby's and other fast food restaurants. He informed the commission that reader
boards are very commonly found at fast food businesses and that they are generally
used for advertising. Additionally, he noted that most reader boards are placed on
pylon signs, but that In light of the building location and configuration, the south wall
was selected for placement as it was thought to work the best.
Discussion ensued as to reader -board advertising, issues o f hardship, visibility area.,
and the possibility that the sign would be obstructed by future development.
Commissioner Runk, seconded by Commissioner Dwyer moved to close the public
hearing at 7:17 p.m. Carried -o,
Commissioner Runk, seconded by Chair Vogt, moved to recommend that the City
Council approve the applicant's request for sign variance, subject o the following
conditions-,
1. One illuminated reader board si n, not to exceed 32 square feet, shall be allowed
on the south elevation of the Arby's building.
2. Any other conditions of the Planning Commission, City Council, and City staff,

C. Ro tso . Motors: To consider request for sign vaxiance at 14702 60th St. N.
City Planer Richards provided are overview of the applicant's request for a sign
variance to allow four individual signs on the front fa ade of the automotive dealership.
Richards reviewed his report analysis of the existing site signage, the proposed signage,
axiance criteria, discussed the matter of hardship presented in the ratter, and
provided recommendation to the commission for their consideration.
Chair Vogt opened the hearing for public comment at 7:28 p.m.
Bill Rambo, representing the applicant, addressed the Commission and discussed the
number of square feet in signage and the styling of the signage. He noted that the
proposed signage design is much more subdued than the signage previously upon the
building.

Commissioner Dwyer, seconded by Commissioner Powell, moved to close the public
hearing at 7:38 p.m. Carried 5-0.

City Council approve the applicant's request for sign. variance, subject to the followin
