The applicant, Rodne Bahr, has re a conditional use permit to allow for an existin detached sin famil home to be relocated onto a vacant lot at 15403 58th Street North. The lot is within the R-1 District, Sin Famil Residential. The applicant relocated a house onto the ad lot to the east ( 15431 58th Street North last y ear. The current relocation application is expected to be similar to the one completed last y ear. Attached for reference: Exhibit 1: Site and Landscape Plan Exhibit 2: Gradin Plan Exhibit 3: Utilit Plan Exhibit 4: Buildin Foundation Plan ISSUES ANALYSIS Comprehensive Plan - The Comprehensive Plan Land Use Map desi the lot for sin famil residential use. The Villa nei containin the lot is an older area of mostl one and two-stor homes. Immediatel across the street from the vacant lot are two sin stor homes datin from the 1950s and 1960s. Man of the trees located on the west ed of the propert will be preserved. Zonin - The zonin map desi the lot as R-1, Sin Residential. The lot and site plan meet the followin re for this district: minimum lot size-10,400 s feet, minimum lot width of 80 feet, front setback of 30 feet, side setback of 10 feet and rear setback of 30 feet. Comment. Gradin accordin to the submifted g radin g plan will cause runoff from the relocated structure and the south half of the lot to flow onto the propert immediatel to tht south. The Cit En must review and approve the g radin g plans prior to construction. The relocated house will not result in a depreciation of nei or ad propert values. �..omment The lot is currentl vacant. The proposed house will have a new foundatior g ara g e and will be an improvement to the lot and surroundin houses. d. The relocated structure shall be similar to the market valuation of adjacent princip structures as determined b the Cit Assessor. I Comment The estimated market values of houses in the villa area ran from $115,400 to $168,600. The house to be relocated is similar in st and a to that which was relocated to the ad parcel last y ear. Like the previous relocated structure, this one is anticipated tc have a hi market value than surroundin homes. Occupanc - The relocated structure shall be read for occupanc within ei (8) months from the date of location on the site. Comment The applicant will be re to complete the pro within ei months. Performance Securit - A performance securit shall be provided to the Cit as specified in Section 401.08 of the Ordinance. Based on the issues outlined in this report, staff recommends approval of the re conditional use subject to the followin conditions. 1. Upon relocation and additional construction, the buildin shall compl with the applicable o re of the Uniform Buildin Code sub t q uirements approval of the Cit Buildin Inspector. 2. A performance securit of $5000 is to be provided to the Cit as specified in Section 401 .08 of the Ordinance. 3. The relocated structure is read for occupanc within ei months from the date of location on the site. N 4.
