Call to Order/Pledee of Alleeiance /Approval of Agenda: The meeting was called to order at 7:00 p.m. by Mayor Beaudet. Present: Councilmembers Abrahamson, McComber, Runk and Swenson. Staff present: Administrator Johnson, City Attorney Vierling and City Planner Richards. Absent: City Engineer Postler Mayor Beaudet added "Initiate Recruitment Process for Park Commission Vacancies and Schedule Joint Workshop" as Item B. under New Business. Councilmember McComber, seconded by Councilmember Swenson, moved to approve the Agenda as amended. Carried 5 -0. II. Department /Council Liaison Reports: A. Planning Commission: City Planner Richards reported that the last meeting of the Planning Commission was on January 8 and there was a public hearing on the City Hall facility. He reported that the next meeting will be February 12, 2009 and the agenda will include an expansion • request for Jerry's Auto Body and a single family side -yard variance request. B. Parks Commission: Councilmember McComber reported that the next meeting of the Parks Commission is on January 26 at 6:30 p.m. at City Hall. C. Cable Commission: Nothing to report. D. Water Management Orizanizations/Middle St. Croix: Mayor Beaudet reported that the next meeting of the Middle St. Croix Water Management Organization is on February 12 at 7:00 p.m. at the Washington Conservation District Office. E. Other Liaison/Staff Reports: Mayor Beaudet reported that on January 22 the City held its Employee Recognition Event where the City recognized years of service awards and presented four Resolutions thanking people for their support and contributions. III. Visitors/Public Comment: Administrative Secretary Pinski reported that Dan Hatalla of 14863 Upper 55 • Street was chosen as the recycling award winner. Adopt Resolution Granting the Application of Whitetails Unlimited Metro to Conduct a One Day Raffle at the VFW Club on March 21, 2009 D. Approve Amendment #1 to City MnDOT Agreement #92834 — Frontage Road Agreement Councilmember Swenson, seconded by Councilmember McComber, moved to approve the Consent agenda. Roll call vote taken. Carried 5 -0. V. Public Hearines: None VI. Old Business: A. Citv Hall Facilitv — General Update: City Administrator Johnson reported that the next building design committee meeting was scheduled for January 29. Mayor Beaudet stated the committee will discuss the location • for the geothermal wells. He also stated it should be discussed whether there should be a mural in the rotunda. Russ Patrick of 5737 Peller Avenue came forward and thanked the council for doing a great job incorporating green initiatives into the new facility. He requested that council consider using local materials, specifically Andersen Windows. City Attorney Vierling noted that the council is precluded from law from specifying manufacturers or name brands but can detail or define the quality of materials in the specifications. VII. New Business: A. Approve Comments on Stillwater Comprehensive Plan: Councilmember Abrahamson, seconded by Councilmember Runk, moved to authorize City Planner Richards to send the comments letter. Carried 5 -0. B. Initiate Recruitment Process for Park Commission Vacancies and Schedule Joint Workshop: Councilmember Abrahamson, seconded by Councilmember Swenson, moved to initiate the recruitment process for Park Commission vacancies. Mayor Beaudet suggested the Parks Commission decide whether to meet for a joint workshop on March 10 before the City Council meeting or on March 16 before the Parks Commission meeting.
