Re: McKean Square: Block Cores, Foundations and Certificate of Occupancies
McKean West: Outstanding Certificate of Occupancy Conditions Compliance
Dear Mr. Krongard:
Faxed — Hard Copies Mailed
You, or your representatives, have requested final building inspection and certificate of occupancy on a number of
units at McKean Square. Over the duration of the McKean Square project, I have spoken with and have met with
you, the project architect and your field superintendent as to the matters of the foundations of these units and the
filling of the foundation block cores. I have repeatedly asked for a design plan for the repair to the foundation
damage at unit and to have the cores filled with request for reinspection prior to their being covered.
As of this date, 1 have not yet received a repair design plan for any of the damaged structure foundations (unit,
garage or porch) nor have 1 had any success in receiving reinspection requests for core filling prior to their being
covered.
Despite no response to my requests, 1 continue to inspect the project and continue to receive requests for Certificate
of Occupancy as units are being slated for occupancy with or without verification of Certificate of Occupancy having
been issued. In many cases, 1 have been issuing Temporary Certificate of Occupancies with conditions/stipulations
noted, Please be advised that 1 will no longer be issuing Temporary Certificate of Occupancies for any unit where
core block filling or foundation (unit, garage, porch) repair is an outstanding issue.
Prior to issuance of any additional Certificate of Occupancies, 1 will require original "wet" signature documents from
the building contractor, Jack Krongard, for each unit, verifying that footings and foundation have been constructed
per original architectural plan and/or revised repair design plan as have been no record of units having sustained
structural to their foundations.
At this time, 1 am requesting:
1). That! be provided with a repair design plan for all repairs to units with unit foundation, porch foundation,
and/or garage foundation repair issues. These documents shall bear "wet" signatures of the architect and
structural engineer, as applicable;
2), That I be provided with revised plans for all units that did not originally include a porch in their construction
plan and have since had them added. Again, these documents shall bear 'wet" signatures of the architect
and structural engineer, as applicable;
That 1 be provided with plans for the units constructed at 5263 and 5265 Nolan Parkway, originally planned
as a single unit and then changed to a twin, including any foundation repair plans, if applicable. The plans
also shall bear "wet" signatures of the architect and structural engineer, as applicable;
