5. Valle Sr. Services Alliance: To consider a re for planned unit
development: concept plan for Phase II, Boutwell's Landin known as McKean
S West, located south of Norwich Pkw N. and east of Nolan Ave. N.
Cit Planner Richards provided an overview of the project and the applicant's
re and reviewed his report re the same, recommendin the
Commission consider a continuance of the hearin to its October meetin
Vice Chair Dw opened the hearin for public comment.
Kirk Villett - Project Architect described the proposed plan and noted that the
were workin with the natural topo of the area. He discussed roadwa
desi buildin hei parkin snow removal and development mix.
Dan Lindh - Valle Senior Services Alliance discussed issues related to
setbacks, park dedication, and a joint roadwa a with Ba
Township.
Commission discussion commenced as to access to the Stillwater Area Hi
School Environmental Learnin Center, infrastructure, roadwa buildin
desi sidewalks and setbacks.
It was noted that the buildin desi was nice and that it was admirable of the
applicant to work around the sites natural topo
Commissioner Runk, seconded b Commissioner Powell moved to continue the
hearin to October. Carried 4-0,.
6. Valle Sr. Services Alliance: To consider a re for planned unit
development-, concept plan and g eneral plan for construction of 8 townhome
units in 4 duplex buildin located at Nolan Ave. N.
Cit Planner Richards provided an overview of the project, it's histor and the
applicant's re and reviewed his report re the same.
Vice Chair Dw opened the hearin for public comment.
Kirk Villett - Pr Architect addressed the Commission as to the conditions
noted within the Planner's report and stated that the could all be met. He
described e e project iscusse la and wetland miti issues.
Commissioner Runk, seconded b Vice Chair Dw moved to close the public
hearin Carried 4-0.
Commission discussion commenced as to conditions of the planner's report and
desire to have a revised site plan for review prior to Cit Council action.
Commissioner Runk, seconded b Commissioner Dw moved to recommend
approval, subject to the followin conditions-,
1. A preliminar final plat to include the area desi for development
and submitted to the Plannin Commission and Cit Council for review
and approval.

2. The cul-de-sac street and sidewalk shall be constructed to the same
standards as what exists on Nolan Avenue subject to review and approval
of the City Engineer.
3. The applicants shall redesign the intersection of Nolan. Avenue and Nolan
Parkway to provide a 90-- degree intersection sub ect to review and
approval of the City Engineer.
4. The City Attorney, Parks Commission, and City Council should comment
on park dedication requirements for this development.
5. The grading and drainage plan is subject to City Engineer review and
approval.
6. The utility plan is subject to review and approval, of the City Engineer.
7. If street light locations are to be moved, a plan NN - 111 be submitted by the
applicant subject to City Engineer/ Public works- Director approval.
S. The landscape plans, tree preservation, and tree protection plans are
subject to City Arborist review and approval.
9. An amended development contract shall be ente ed into between the City
and the applicant.
10. The site plan be revised to address changes suggested by the applicant
and recommended by the Planning Commission.. The site plan shall be
revised for City Council review and consideration.

7. Arnericlnn Motel 8, Suites To consider a request for sign variance at 13025 60th
St. N.
City Planner Richards provided an overview of the applicant's request and his
report regarding the same.
Vice Chair Dwyer opened the hearing for public comment.
Andy Schweizer - Americlnn. introduced himself to the Commission and made
himself available for questions.
Commissioner Runk, seconded by Commissioner Liljegren, moved to close the
public hearing.
Commissioner Dunk, seconded by Vice Chair Dwyer, moved to recommend
approval, subject to the following condition:
l.. One backlit box wall sign, not to exceed 30 square feet, shall be allowed
on the east elevation of the Americznn building .
