PLANNING COMMISSION MEETING MINUTES
Thursda October 10, 2002
Call To Order: Chair Vo called the meetin to order at 7:03 p.m. Present:
Commissioners Dw Powell and Runk Communit Development Director Danielson,
Cit Planner Richards, and Council Liaison McComber. Absent: Commissioner

to approve the A as presented. Carried 4-0.
A rove Plann mmission Minutes:
Commissioner Runk, seconded b Commissioner Dw moved to approve the minutes
of September 12, 2002 as amended. Carried 3 -0 -1 Chair Vo abstained.
Department ommission Liaison Reports.
36 P Stud Mar McComber reported on the recent meetin of
the partnership committee and noted that the reviewed the desi concepts and
have narrowed their review to a couple desi options. The committee is scheduled
to meet a on October 30th.

Public Hearin
1. Continued - Renton Homes: To consider a re for planned unit
development: concept plan, g eneral plan and site plan review for 9 unit housin
development at Oak Ave. N.
Communit Development Director Danielson informed the Commission of the
applicant's re for continuance as the were awaitin information re b the

Chair Vo opened the hearin for public comment.
There bein no visitors to the hearin Chair Vo called for a motion.
Commissioner Dw seconded b Commissioner Powell, moved to continue the public
hearin to the December meetin of the Plannin Commission. Carried 4-0.
2. � J a � �e y Sr. Services Alliance: To consider a re for preliminar and final
plat approval for construction of 8 townhome units in four duplex buildin
located at Nolan Ave. N.
Cit Planner Richards provided an overview of the project and reviewed the plannin
report re the same, notin that the concept plan had received Cit Council
approval.

Chair Vogt opened the hearing for public comment.
Ken Hoo e — Valle senior Service Alliance introduced himself and made himself
available for questions and discussed building location and street access.
Commissioner Runk, seconded by Commissioner lawyer, moved to close the public
hearing. Carried 4-0.
Commission discussion ensued as to wetland issues and requirements.
Todd Erickson -- Project Engineer discussed issues related to design and run off and
stated that they have met with the watershed district and will be meeting all of their
requirements.
Commissioner Runk, seconded by Chair Vogt moved to recommend City Council
approval, subject to the following conditions:
The applicant shall fully comply with the conditions of the amended Concept
Plan/General Plan approval by City Council on September 24, 2002.
2. The preliminary/ final plat is revised to provide the necessary right --of -way for the
future road to the Environmental Learning Center. Provision for the timing of
construction of this roadway and cost responsibility shall be included within an
amended development contract.
3. The City Attorney, Parks Commission and City Council should comment on the
park dedication requirements for this development.
4. All grading and drainage plans and all easements are subject to review and
approval of the City Engineer.
5.
An amended development contract shall be entered into between the City and
the applicant.
Carried 4-0.
3. Continued - Valle Sr. services Alliance: To consider a request for planned
unit development: concept plan for Phase II, Boutwell's Landing, known as
McKean square west, located south of Norwich Pkwy. N. and east of Nolan. Ave.
N.
City Planner Richards provided an overview of the project, noting that changes made to
the original plan were minimal and described them in detail. Richards reviewed the
planning report for the request and discussed the conditions noted within the same.
Chair Vogt opened the heaxing for public comment.
Kirk Willett _— Pro J ect Architect introduced himself, stated that they were in agreement
with the planning report and answered questions regarding the ten --foot setback,
noting that the General Plan should clarify the situation.
