Followin are our comments and/or recommendations, �hpptr17 1. The plans are remov storm sewer structures and storm pipe in5q Street. The plans should show bituminous removal for this work. The City of Oak Park Heights follows the League of Minnesota [ides recommendations for patching streets. In the areas of removal that are perpendicular to 58 street full depth removal and replacement will be required that extends 2 fee beyond the excavation. For the storm sewer that is parallel to 58 street full depth removal and replacement will be required for the pipe length plus 2 feet beyond the excavation in all directions. In addition, based on the age of the road, milling the surface pavement and placing the surface course overlay will be required to the centerline of S8` Street for the full length of the pipe plus 2 fe et. oneachside. 2. 8 huminousremova|fortheinstaUetionofthenewstonnon58 u 5beetshou|dbeshownonthe plans. The replacement section will be as stated above, 3. All striping of signing removed on or along 58" street north shall be restored to its original condition, 5. It is recommended that 58t street remains opened during the construction. All traffic control deviceslflaggers must be in -place prior to any work on 58t Street. 6. All patches on 58t street shall be completed within 72 hours of removing or installing the storm sewer and driveway construction. 7. The existing section on 58"' street is as follows: 1'12 Bituminous wear course 1 '12 Bituminous binder course 2" Bituminous base course 12" Class 5 24" Select Granular Borrow 2. Identify any curb cuts that are adjacent to the rainwater garden that is located east of the proposed care center. 1 If the temporary parking lot on the north side of 58 street is constructed under this contract, the drawings will have to include the parking lot typical section and drainage patterns. In addition, the City will require written notification on the duration of the temporary status and the plans for the lot once this temporary timeframe is exceeded. A variance will be required if the lot will not have curb and gutter. 4. On the eastern side of the development a 6' wide concrete sidewalk is proposed for the west side of Norwich Avenue North. At the south end the sidewalk is 11 feet from the back of curb and at the north end this distance tapers to approximately 1 foot. It appears this taper was done to stay within the right -of -way of Norwich Avenue North. If grades allow it is recommended that the sidewalk maintains a constant distance from the back of curb, preferably the 1 feet. A transition can occur around the monument signage near 58t Street North. This green space will provide an area for snow storage. To maintain the separation from the back of curb the developer will need to provide the City with a trail easement for this pathway. �hPpt (_� 1 1. Detailed design drawings and calculations for the retaining walls signed by an engineer licensed in Minnesota shall be submitted to the City for review and approval prior to construction. 2. Identify the top and bottom elevations for all retaining walls on the site. City of Oak Park Heights Boutwells Landing Care Center Page 3 September 27, 2007 1. The four structures in 58 Street (CBMH124, CBMH 125, CBMH 126, CBMH '127) need to be redesigned. They are not buildable with the rims and inverts shown. 2. Verify the structure size for CBMH 120. The 12 "pipe in at 937.59 appears to be in direct conflict with the pipe out. The size of the outlet pipe is not clearly defined. In addition, it is unclear how the downstream area drain 119, which calls out an 8" PVC pipe, is to function. It appears all the roof drains enter structure CBMH 120 and then are restricted by an 8" backflow preventor? (The grading plan nor the site plan do not show what is happening in the area of drain 119.) 3 Verify the elevation of the sanitary sewer and the storm sewer for a potential pipe conflict near manhole #1. 4. CBMH #103 is being constructed over the existing storm sewer line. Verify this structure can be installed without the removal of the adjacent light pole. 5. The drawings show the sanitary sewer in Norwich Avenue North flowing to the North. The system actually flows to the south. 6. Insulate at the water main /storm sewer crossings. 7. Submit Rational sheet for storm sewer sizing. G eneral Comments 1. The following items still need to be submitted for review; a, Copy of the Approval letter from the Middle St. Croix watershed, b. Copy of any comments from the Browns Creek watershed District. 1 It is our understanding that the proposed tunnel under 58t Street North and temporary parking area north of 58 Street North are not part of these improvements and may be constructed next year. If that is true, several improvements proposed now will be in conflict when the tunnel is constructed (new parking improvements just north of new building, catch basins and storm sewer in 58 Street North, etc.) Also, is there a conflict in grades with the existing storm sewer that crosses the proposed tunnel? In addition, the existing 12" water main on the north side of 58' Street North will need to be relocated cityorOak Park Heights Boutwells Landin Core Center Page 4 September 27, 2007 The plans will require further rev when items discussed in this letter are submitted.
