Ir Bonestroo We have reviewed the updated plans we received for the Boutwells Landing Care Center site improvements as submitted by Folz, Freeman, Erickson, Inc. Following are our comments and/or recommendations. �hppt C 1 7 1 . The new driveway location will require full depth removal of the bituminous roadway a minimum of 2 feet beyond the driveway in all directions. In addition, based on the age of the road, milling the surface pavement and placing the surface course overlay will be required to the centerline of 58 Street North. This removal and replacement of bituminous pavement will also be required for the placement of new curb and gutter at the location of the existing drive entrance. (The attached drawing shows the area on 58 Street North for the bituminous removal and overlay.) 2. It is our understanding that there will be new surmountable curb and gutter at the entrance for the temporary parking, The removal and replacement of the curb and gutter should be shown on the drawings. In addition, this work will require bituminous removal and overlay on 58 Stre North as described in item 1 above. 3. All patches on 58 Street North shall be completed within 72 hours of removing or installing the storm sewer and driveway construction. The bituminous patch on 58 Street North, as described above, should be hatched on the plans at the new driveway location. The typical section for 58 Street North is as follows: 1 '12" Bituminous wear course 1'12" Bituminous binder course 2" Bituminous base course 1 2" Class 5 24" Select Granular Borrow 2. Identify the typical section of the temporary parking lot. 3. what are the plans for the safety of the pedestrians crossing 58" Street North? It is recommended that a temporary designated crossing area be identified with signage and flashers, 4. Will the proposed sidewalk at the southwest corner of Norwich Avenue North and 58t Street North conflict with the existing monument sign at this location? �hppt C� 1 1. show the grading and erosion control plan for the temporary parking area. 2. Will the irrigation being removed in the City park area west of the property line be replaced? �hppt CA 1 1. Is the 6" HDPE pipe in the infiltration area west of the property actually required /necessary? The overflow is at 950.8 and the rim of the standpipe is at 950.7. It is recommended that the water ponds another 0.1' and the overflow is used as the outlet for the area. A permanent erosion control blanket is recommended at the overflow. If the piping system remains in place the City will not take ownership of the 6" HDPE or standpipe and all maintenance will be the responsibility of the owner. In addition, an easement will be required for the system. General Comments 1 . The following items still need to be submitted for review: a. Copy of the Approval letter from the Middle St. Croix Watershed. b. Copy of any comments from the Browns Creek Watershed District. c, An easement for the sidewalk along Norwich Avenue North. d. An easement for the 6" HDPE and standpipe, if required (Item 1 for sheet C4.1 }.
