Richards reviewed the re for a g eneral plan rcvlew of the planned
new development of the 106-bed skilled care addition at the Botitwells
Landin carnpus. Richards discussed zonin lot area, setbacks, and
parkin Richards reported that there will be 370 parkin stalls for the
facilit Richards presented an overview of the facilit access, traffic

Councilmember Swenson raised concern about emer calls and
emer vehicle access to the facilit
Ma Beaudet, seconded b Councilmember McComber, moved to
approve the Resolution with some chan Ma Beaudet, seconded b
Councilmember Swenson, moved to amend A.7. of the Resolution to add
Brown's Creek Watershed District. Cit Planner Richards stated that it is
not Brown's Creek District even thou the water g oes there, Ma
Beaudet su the Plannin Commission submit to the Brown's Creek
Watershed District out of courtes because the will be dealin with the
water. Cit Attorne Vierlin informed the council that the Plannin
Con-imission has to submit to Middle St. Croix Watershed District, and
that district can then chose to defer to B•own's Creek Watershed District,
There was discussion about a rainwater g arden to divert the water. Motion
carried 5-0.
Ma Beaudet, seconded b Councilmember Swenson, moved to arnend
"14 of the Resolution to state that the cit will conduct an annual review oil
the issue of 911 calls. Carried 5-0,
Ma Beaudet, seconded b Councilmernber Abrahamson, moved to add
that the developer will provide information to secure the rooms of the
skilled care room capacit Cit Attorne Vierlin stated that the buildin
inspector would re that before the facilit could open. Allen Black of
Presb Honies reported that the have secured 61 of the 106 beds.
Motion carried 5-0.
Ma Beaudet q uestioned Allen Black of Presb Homes on whether
the addition would have a separate address than the CXiStiD facilit
Allen Black reported that it is their intent to have a separate address
because it would g reatl y aide ambidance response.
Allen Black also reported that the have discussed the possibilit of
buildin a tunnel under 58"' Street to provide access to the lower level of

the building and provide for additional parking possibilities. 'Fhe comicil
discussed the benefits of a tunnel.
Roll call vote taken to approve the Resolution with amendments. Carried
5-0.
C. variance to Allow 5' Setback for Pa wa per Park: City Planner
Richards reviewed the request for a. 5' setback variance for a parking lot at
Swager Park. Councilmember Abra.hanison, seconded by ( "ouncilmember
Mc Comber, moved to approve the Resolution, Boll call vote taken.
Carried 5 -0.

Beaudet reviewed the request by the Port of Sunnyside Club, Inc to
establish a no wake zone to protect boaters wh ile fueling. mayor Beaudet
stated that this Resolution may be merged with Stillwater in the future to
create a no wake zone from the waste treatment plan to where the new
dock is in S
Counellmember McComber stated she would like some input fro", the
Department of Natural Resources on the issue. C'ouncilmember Swenson
would like to see a memo from DNS. on the process. Councilmember
cComber, seconded by Councilmember Swenson, moved to send a letter
to DNR and table this discussion for the next meet"19, Carried 5 -

Mayor Beaudet announced that at this point in the meeting, tlicy vwotild recess to a
closed session at the advice o f the City Attorney vierling to discuss items of
pcnding litigation.
City Attorney vierlhig proposed a, motion to direct and authorize the City
Attorne and the City Administrator to negotiate with the performance boiid
issuer ra itc ee, out of Oklahoma, for the authorization by them to substitute a
contractor on the premises of the Autumn Hills Park Shelter as general contractor
on the project. Councifinenaber Swens seconded by Co
McComber, moved to approve the proposed notion. Carried 5 -0.
