The Brown's Creek Watershed District (BCwD) received a permit application on October 15, 2007,
for the Best Bu project in Oak Park Hei MN.
After a review of permit submittal completeness per the BCW► Rules effective Ma L 2007, y o ur
U 13lication for the above proj has been determined to be incomplete.
The followin items will be re for a complete submittal:
0 Topio showin all on and off subwatersheds contributin to surface flows onto or
from the site for existin and proposed conditions. (BCVYD Rule 2.6.2) - The proposed
conamons model does not include all of the contributing area that is part of the pre-
development conditions modeL
Stormwatcr runoff rate anal for the two, 10, and 1 00 . critical events and runoff volume
for,the two- event (or five- event for a landlocked basin) under pre-settlem and
proposed conditions, usin Appendix 2.4 to simul infiltration losses in desi practices,,
(BCWD Rule 2.6.9) - Model should use C soils for disturbed areas under propos conditions
unless a soil amendment plan to restore compacted sods is submitted and approved (see Rule
2.5.3).

treatment efficienc re rements of Appendix 2.2. (BCwD Rule 2.6. 10) - The pond ad
to the proposed pro was modeled in the District's Lon Lake Mana Plan P8 model
and was found to be 36% efficientfor TP capture. The estimated re efficienc a
commercial site on B soils is 84% (see Appendix 2.2 of the Rules) so the existin does not
provide the full level oftr�alment needed. As specified in Rule 2.4. 1 ( c), the site cannot,
increase the annual phosphorus load as c to pre-developme conditions..

Additional alterations to site plan and submitted modeling may be necessary, following receipt of a
complete submittal.
