Widi Sent: Tuesday November 12.2OO28:16AM To' kdanielson@cityofoakparkheights.com Sub CanturyPower - Trea|nventoxry & Landscape Plan Kris - There are continuing issues with the tree inventory tree removal and replacement calculations for the Centur Power pro After receivin a new version of the tree inventor map and list of trees from Alan Kretman, Ja Johnson and I visited the site on Thursda Nov. 7th to tr to determine the actual location of the erosion control fencin and look at the trees in and near the construction area. I wanted to determine which trees within the clear limits had been removed and which were still remaining inor near the clearing limits and would not survive the construction impacts. We found aowe tried to match the existing trees to the tree inventory map that we were having a difficult time, similar to the problems | had with verifying the first tree inventory. Some trees were there which had not been indicated on the plan, some trees indicated on the plan could not be found and the clearing limits on the new map did not match the work done onsite. VVe drew the appropriate limits and also the location of trees found in and near the construction area. Based on our observations Nov. 7th.|have made changes to the tree removal and replacement calculations made bv Alan Kretman the landscape architect responsible forthe tree inventory list, map and landscape plan. At this point, adding additional trees found in and near the construction zone, and subtracting trees removed for construction and those which are remaining but will die from construction impacts is probably the most efficient and accurate calculation which can be made using the existing tree inventory information. By this procedure, |added: 1.32 diameter inches of trees which were found at the edge ofthe clearing limits, but which were not on the tree inventory, 2.34 diameter inches of trees which were found (not mn the original inventory) and retained within the clearing |imite, but which will die due to construction impacts, 3. 75 diameter inches of trees on the original inventory which were retained within the clearing limits but which will die due to construction impacts, 4.36 diameter inches of trees which were originally to have been removed, but which were saved due toa change in the slope tothe west ofthe addition, and 5. ' �d�m�rin���������m�ea���w� ina|hdesi hmbeooved The resulting requirement for ere are subtracted and a1O96credit is included for sav >5O96of trees on the site, =29Oinches Re-doing the tree inventory at this point would onl be accurate for trees remaining within the protected area, not trees removed in the clearing operation, and | recommend that we use the information that has already been submitted. By using the above method, we could also save the City and the developer time and money spent to re-do and re-check the tree inventory Because of changes iothe grading and resultant ohangein tree removal and slope, the current |andoaoe plan for the proj will not work and needs tobere'done. This should be finished and at City Hall no later than Fri. Nov. 22nd. After that time final tree replacement calculations can be made and additional planting or "cash in lieu of planting" can be requested from Century Power. Any planting or receipt of cash payment should be approved before final funds are released to the developer upon project completion. In the future I would also suggest, given the problems we have had with this project, that building permits not be issued until all the required information has been submitted to City Hall and accepted.
