ENCLOSURE 2 5776 Wayzata Boulevard, Suite 555, St, Louis Park, MN 55416 Telephone: 952, 595.9636 Facsimile: 052,596.9837 planners @naoplanning.com PLANNING REPORT TO: Kimberly Kamper FROM: Scott Richards DATE: June 0, 2002 FILE NO: 798.02 - 02.13 Oak Park Heights - Century Power Equipment: Building Addition And Remodeling, Conditional Use Permit, Site Plan, and Design Guideline Review Roger and Bruce Tuckner have requested approval for an expansion and remodeling of the existing Century Power Equipment at 5920 Memorial Avenue North. The building expansion consists of a 27,700 square foot addition to the west and north of the existing 10,500 square foot building. The expansion wilt include an added showrvomisales area, a parts department, service department/repair area, employee lounge, general office, and a warehouse. The existing building remodeling will include a demolition, removal, and modifications of existing exterior walls and interior partitions, a new building entrance, sales offices, service write -up area, and restrooms. Changes to the site will include an expanded bituminous parking lot and loading dock/delivery area with a concrete curb and gutter, a storm water drainage system, and new landscaping. The subject site is zoned B.-3, Highway Business and Warehouse in which retail sales and service facilities are a permitted use. The business has done limited outdoor sales and storage of vehicles in the past. A conditional use permit has been requested to allow for the outdoor sales to continue. The proposed building addition and site plan changes wilt also require review and approvals to assure consistency with the Design Guidelines and Zoning Ordinance performance standards. A conditional use permit is also required to allow less than 20 percent of the buildable portion of the lot to remain as a grass plat with landscaping. Attached for reference: Exhibit 1: Exhibit 2: Exhibit 3: Exhibit 4: Exhibit 5: Exhibit 0: ISSUES ANALYSIS Existing Conditions/Tree Preservation Plan Demo Site PIan /Site Plan Grading, Drainage, Erosion Control and Utility Plan Landscape Plan/Tree Preservation Floor Plan /Exterior Elevations Electrical Site Plan Comprehensive Plan. The subject site is guided for Highway Business/Warehouse within the Comprehensive Plan. The current B -3, Highway Business and Warehouse District zoning is consistent with the Comprehensive Plan. The expanded retail /service land use is also compatible with the existing uses in the Kern Center. Zoning. The indoor sales, service, and storage aspects of this business are a permitted use in the B -3 District. Open and outdoor services, sate and rental as a principal use is a conditional use. The business will continue to display a limited number of recreational vehicles for sale on the exterior of the building, thus requiring conditional use permit review. Open and Outdoor Sales. The applicant has proposed a continuation of the limited outdoor sales of merchandise. In the past, recreational vehicles have been placed in the yard /parking area as an advertisement for sale. The applicant has requested a continuation of this practice as a conditional use. City staff suggests that the request is compliant with the provisions for outdoor sales in the B -3 District (Section 401.300.E) although conditions should be added to an approval. The following are suggested for Planning Commission and City Council consideration: 1. Vehicles for sale shall not be displayed in required parking stalls. All vehicles for sale must be placed on a concrete or asphalt surface. 2. Outside sales shall be limited to 20 percent of the interior retail sales area or 3,000 square feet. 3. No long term storage of vehicles shall be allowed outside of the building. 0 4. Alt repairs shall be conducted inside of the building. No parts storage or parts vehicles shall be stored outside of the building. The applicant has indicated that they would like to continue displaying vehicles for sale on the grassed berm area adjacent to Highway 36. The City would need to review that request under a separate variance request. 2 Lot Performance Standards. The Zoning Ordinance specifies lot setback requirements for new and expanded buildings. The setback standards of the B -3 District are as follows: Required Existing/ Proposed Lot Area 15,000 SF 173,702 SF Setbacks Front (East) 40 feet 57 feet Side (North) 10 feet 42 feet Side (South) 10 feet 58 feet Side East) 10 feet 95 feet Rear. (West) 20 feet 150+ feet There are no lot performance standard issues with this proposal. Impervious Surface. Section 401.300.G of the Zoning Ordinance states that lots within the B-3 District just provide a total of 20 percent of the buildable area of the parcel as green space. The overall lot is 173,702 square feet although most of the westerly portion is sloped with existing trees. Of the total lot area, 57 percent of the lot will become impervious, 43 percent will remain as landscaped on the existin g sloped ed and wooded area. The buildable portion of the lot is approximately 121,000 square feet. The area that will remain as sod with landscaping is approximately 18,000 square feet or 14.8 percent of the buildable area. The Zoning Ordinance allows for variation of the lots coverage by conditional use permit if the following is addressed: 1. An allowance is made for increased amenities, landscaping or quality of . a y construction as determined by the City Council. 2. I n no case shall less than ten (10) percent of the buildable portion of the lot, parcel or tract of land remain as a grass plot. 3. The provisions of Section 401.03 of the Ordinance are considered and satisfactorily met. The Planning Commission and City Council should consider what additional conditions, especially related to building elevations or landscaping, that could be added if a conditional use permit is to be granted for lot coverage. Building design suggestions and landscaping is discussed further under separate headings in this report. Parking. The Zoning Ordinance provides specific off - street parking requirements for retail and service establishments with a significant portion of the building devoted to storage warehousing or the repair activities. The following indicates the requirements for off - street parking at this location: 3 Retail and Office Repair Warehouse TOTAL Requirement 1 1 Zoo square feet 8 + 1 employee per shift 1 1500 square feet Parkin Required 79 stalls 12 stalls 24 stalls 115 stalls The site plan indicates a total of 101 parking stalls of which 11 are shown as proof of parking. The site plan will need to be revised to indicate at least 14 additional stalls. Due to the type of business, City staff is agreeable to allowing proof of arkin stalls to p g be shown on the plan and constructed at a later date if necessary. The Planning g Commission and City Council should comment on the proof of . arkin p g All of the parking areas are shown with the required 10 foot setback from lot lines. Perimeter concrete curb and gutter are indicated surroundin g all pavement areas as required. The parking stalls on the north and south sides are shown at 18 feet with a two foot overhang. The Planning Commission and City Council should review this and indicate any issues with the proposed stall size. Loading. A loading dock is proposed on the west g elevation of the building. Trucks will be able to access the dock from one side of the building and exit on the other. The parking lot has been designed to adequately address truck movements. The B -3 District requirements of the Zoning ordinance require that all loadin g areas should be screened from surrounding areas by landscaping, berming, or e fencing. The landscape p plan should be reviewed to address loading dock screening, especially from Highway p y g y 36. Landscaping. A landscape plan and a tree preservation plan has been submitted. p Kathy Widen, the City Arborist, has made comments on the plans. The final landscape plan and tree preservation plans are subject to review and approval of the Cit y Arborist. The landscape plan, as submitted, provides a minimal mount of landscaping on the , p g north and south property lines. Additional trees and plant materials shall be required as necessary on the south property line and shall complement the MnDOT landscaping p g along Highway 36. The City Arborist should comment on this issue. As indicated, the loading dock will need to be screened. 4 Screening. The B-3 District requirements of the Zoning Ordinance require adequate g q q screening of storage areas, heating /air conditioning units, air handling equipment, trash g receptacles, and rooftop equipment. Screening of these site and buildin g elements shall be required as part of the landscaping plan. Building Height and Design Guidelines. The proposed one sto ry building buildin will be 26 feet in height at the westerly elevation, which does not exceed the maximum height of 35 feet. The exterior building materials include concrete masonry units (CMUs) in two colors, and standing seam metal roofs and canopies. These materials, in addition to glass windows, and compliant with the standards for a warehousing building. The applicant must submit material samples to ensure that the colors comply with Design Guideline standards. The applicant has indicated the exterior colors will be the same or similar to what exists. The east exterior elevation is adequately detailed with significant window area and the peaked roof element above the front entrance. The north and south elevations have vast expanses of blank block areas that could be improved with additional vertical elements. CMUs could be used to provide vertical elements at the corners and at points along the building facade. Architectural elements could be added where the storm water is brought from the roof to the parking lot. More variety in CMU colors with additional banding may also assist in providing the building more character. Lighting Plan. The lighting plan indicates the fixture placement and photometrics for the site. Also included is a cut sheet with specifications for the proposed fixtures. The applicant will need to verify that the total height of the pole and fixture will not exceed 25 feet. Additionally, the photometric plan indicates that the allowable light exceeds 0.4 foot candles along the east property line. This issue will need to be corrected so as to be compliant with the Zoning Ordinance requirements. The applicant will need to submit a revised lighting plan indicating conformance with the 25 foot fixture and pole standard, and a revised photometric plan. The fixtures and plans will be required to comply with Section 401.15.7 of the Zoning Ordinance and all g the luminaries will need to be installed so that they provide a cutoff which directs li g ht at an angle of 90 degrees or less. Signage. The plans do not provide signage details. The existing pylon sign will need to be removed for the expanded parking area. The existing sign is not compliant with . p freestanding sign structure requirements for the B -3, District. The property will be p y allowed one freestanding sign to not exceed 50 square feet and a maximum height of ,. g 20 feet. The building will be allowed one 64 square foot wall sign. Signage plans will need to be submitted for review and approval. Trash. The site plan indicates a trash storage/enclosure �to the west of the proposed p posed building expansion. The enclosure is proposed to be constructed of wood fencing materials. The performance standards of the Zoning Ordinance require that the materials of the enclosure be similar or complement the principal building. It is suggested that the walls of the enclosure be constructed of CMUs with wood gates. Appropriate landscaping should be provided around the enclosure. Snow Removal. The applicant shall submit a plan for site snow removal. 5 Grading, Drainage, and Utility Plans. A grading and drainage plan, as well as drainage calculations, have been submitted to the City Engineer for review. The plans are also subject to review by the Browns Creek Watershed District. Building Code. The existing /proposed building shall be brought current with all building /fire codes as required by the Fire Marshal and Building Official, and in compliance with all fire and building codes. CONCLUSION /RECOMMENDATION The proposal for an expansion and remodeling of the existing Century Power Equipment at 5920 Memorial Avenue North is generally consistent with the provisions of the Zoning Ordinance and Design Guidelines. As such, our office recommends approval of the conditional use permits for outdoor sates, and to exceed the allowable impervious surface coverage of the buildable tot area, site plan review and Design Guideline review subject to the following conditions: 1.
