Nelson Engineering From: Dan Edgerton Re: Review of 5/27/97 Submittal This memo presents the review comments on the revised Stillwater Ford drainage plan, as contained in your 5/27/97 submittal (contaning revised HydroCAD calculations). The Stillwater Ford property, along with the oppldanlRalnbow site and the B y site, racke site form drainage district 441 as described in the Oak Surface Water Management Heights Annexation Areas ement Plan (AASWMP). The AASWMP gives an area g submittal along with a recent submittal by HISS for the of 45 acres for district 441, and this g of approximately oppldanlRalnbalN site result in an area o pp y 44.2 acres. Since the AASWMP gives ponding requirements in terms of the entire area, the requirements for the site were assigned based on the q percentage of the total area that the site encompasses. Table 1 lists the water quality and quantity requirements uirements for the Stillwater Ford site as well as the entire q drainage district 441. Cloud, MN 56303 Phone: 320 - 251 -4553 Fax: 320 - 251 -6252 Memo Comments: • The drainage areas, curve numbers, and times of concentration look OK. • The computed Pond 1 100-year peak outflow and wet volume meet the ponding requirements. • The Pond 1 100 -year flood storage is slightly less than the ponding requirement (3.95 ac -ft vs. 4.05 ac- ft). However, 0.17 ac -ft of additional flood storage is provided in Pond 3, so this requirement is met. Note that the storage in the ditch is not included in the Pond 1 storage and is not a necessary part of the storage. Therefore, as stated on the plan, the ditch can be replaced with a pipe without impacting the required pond storage. • The Pond 1 outlet is OK, except the plan shows that the first pipe from the outlet is 25' -12" RCP at 0.30 %. This should be 0.25% and appears to be just mislabeled. The orifice plate size on the plan should be changed from 5.2" to 5.3 ", to match the revised HydroCAD calculations. O The Pond 1 HWL should be changed on the plan from 943.1 to 943.2, to match the revised HydroCAD calculations. Likewise, the minimum adjacent floor elevation should be changed from 945.1 to 945.2, to reflect two feet of freeboard above the revised HWL. ® The invert elevation, length, and slope for the outlet from Pond 3 have been revised in the HydroCAD calculations to match the plan. Before any further development, please address the following issues: ® A drainage permit will be required. In this case, the ditch and the pond are outside of highway right of way so maintenance of the backslope and ditch are the responsibility of the property owner. Fill within the drainage easement of the pond may not occur below the 100 year High Water Level (HWL). A drainage study is being done by Bonestroo Engineering for the property and pond. Relevant parts from the study, including runoff and pond computations, and pond 100 year HWL, should be included with the mnipar Permit application. Please direct questions concerning these issues to Ronald Monroe (651 -634 -2079) of Mn)DOT's Water Resources section. ® Access and drainage permits are required.
