The applicant has provided a revised landscaping ping and signage plan, grading and drainage plan, and exterior elevations and floor lan which p h ich are attached. A listing of the issues raised and how the plans address the concerns are as follows: . Noise. Mr. Costa is working with the manufacturer of the car wash equipment to provide information on noise as it relates to the washing and drying operation. 9 rY 9 p He will have this information available at the January meeting. . g 2. Parking. The revised site plan indicates 16 parking stalls of which p g one is handicap accessible. This is ees consistent with the number of employees that y twill be working at any one time at the facility. Additional arkin would be allowable p g o able along the driveway in front of the door into the detail bay. This area would also y serve as a loading area. 3. Grading /Drainage. A revised grading and drainage plan has been submitted 9 p for review. The plans include cuts in the curb to allow flow of water into the surrounding drainage areas. The City Engineer should comment on the acceptability of this drainage plan and approve any final gradin g drainage drains e plans for the site. 4. Landscaping. The landscaping has not changed from p revious plans. The p City Arborist provided a memo on December 14, 2000 with her recommendations on the landscape plan. Revised plans reflecting these comments should be provided by the applicant subject to review and approval of the Arborist. 5. Design Guidelines. The project architect has made significant changes g g to the building elevations to more closely meet the Design Guidelines. The Planning nning Commission should comment on the following items in its design review: a. The percentage of glass has been substantially increased and ' y d �s in compliance overall, although the north elevation is lacking in overall g lass area and vertical elements. The Planning Commission should also comment on the design of the doors with the increased glass area. b. The architect has removed the vertical brick details found on the previous P plan. The Planning Commission may want to see this element included and even as a three dimensional effect with brick. Vertical elements would assist in breaking up the north elevation and strengthening the corners of the building. g g c. The architect has provided a varying roof line. The Planning Commission should comment on this and the inclusion of a "chimney" that appears on the east and west elevation drawings. The plan follows my recommendations in substance but still falls short of being an attractive landscape plan. Shrubs were not recommended for planting out in the turf area because of increased maintenance. I still recommend disease - resistant flowering crabs with persistent fruit rather than shrubs. Maintenance will be less and the design will be more attractive. There was an attempt to group plants, and this is the right idea; however, ornamental trees would be a better choice for those corner areas. 2. The evergreen species chosen are acceptable; however, the juniper by the building will be very low (less than 1 foot) and will simply form a mat of green on the ground. Adding some perennials such as daylilies in the planting area by the entrance will improve the appearance of the walkway plantings. "Techny" arborvitae are good landscape plants but in the NW exposure we may see some winter burning. Though burning bush is a good landscape plant, 1 can't say the same thing about purple leaf sand cherries. These plants have canker and winter hardiness problems which limit their usefulness in a landscape planting. Again, 1 do not recommend shrubs for planting away from the edge of the building for this project due to maintenance issues. 4. Trees planted in turf areas will need a ring of wood chip mulch around them, as well as lower trunk protection with black plastic drain tile to prevent lawnmower injury. We are losing many landscape trees in this and other communities due to wounding by lawnmowers and weed whips.
