The car wash as proposed can be accommodated on Lot 2, Block 1 of the Jacob 2n Addition plat presented at the Januar 23, 2001 meetin Please find the followin comments re the revised plans for the Pon Express Auto Wash: 1. The buildin has been redesi and reconfi on the lot so that all setback requirements have been meet. The buildin is more than 40 feet from the Neal Avenue fronta and is 40 feet from the Hi 5 ri consistent with Section 401.15.B.4.c of the Zonin Ordinance. The parkin and drivewa areas are all within the 10 foot setback re of the ordinance. 2. More than ade parkin stalls (27) have been proposed on the revised site plan. The parkin re for this project is 16 parkin stalls. The applicant has the option of reducin the numbers of stalls. In addition, the stalls on the lot line adjacent to the draina pond should be reconfi so that the pavin is off of the easement area. 3. Buildin plans have been updated indicatin the revised elevations incorporatin the Plannin Commission recommendations. A revised floor plan of the buildin interior has also been included. 4. No chan to the landscape plans were presented with the revised plans. The increased setback area adjacent to Hi 5 would allow for more g roupin g s of landscapin material similar to what was approved for TCF in this area. The applicant should work with the Cit Arborist in finalizin an appropriate plan. 5. No significant changes to the grading and drainage plan was required with the new plan. The City Engineer is reviewing the drainage issues associated with the car wash site as it relates to the existing ponding area. He will provide a report for discussion at the City Council meeting. The applicant has been advised to contact the Brown's creek and Valley Branch Watershed Districts and receive any approvals if necessary from those organizations. 6. The freestanding monument sign shall be relocated at least 10 feet from the property line on Neal Avenue. 7. More noise information for both the car drying equipment and the vacuums has been provided by the applicant for review by the city Council (see attached). Based upon the conditions of approval recommended by the Planning Commission with the revisions that reflect the new site and building plans, please find the following recommendation: The site plan, Design Guideline review and conditional use permit approval to allow construction of a car wash on Neal Avenue is subject to the following conditions: 1 . The city council approves the vacation of drainage and utility easements on Block 2, Lot 2, Jacob Addition and preliminary and final plat for Lots 1 and 2, Block 1, Jacob 2nd Addition. 2. The applicant provide a minimum of sixteen (16) off-street parking stalls on site. All of the parking stalls shall be configured so as to be located off of the drainage area. 3. The final landscape plan is subject to review and approval by the City Arborist. 4. All exterior lighting shall be hooded to direct light toward the ground and away from adjacent rights -of -way at not greater than 90 degree angle. 5. The freestanding monument sign shall be located at least 10 feet from the Neal Avenue rig ht -of -way. 6. The applicant shall submit grading and drainage plans that incorporates all drainage systems and parking areas with curb and gutter. All grading, drainage and utility plans are subject to review and approval of the city Engineer. 7. The applicant is advised that City approval is not inclusive of other necessary governmental permits and approvals, including but not limited to, State and county Highway Departments, Watershed Districts and others that may apply. pc: Kris Danielson
